Abstract: This paper updates and builds on 'Modelling with Stakeholders' Voinov and Bousquet, 2010 which demonstrated the importance of, and demand for, stakeholder participation in resource and environmental modelling. This position paper returns to the concepts of that publication and reviews the progress made since 2010. A new development is the wide introduction and acceptance of social media and web applications, which dramatically changes the context and scale of stakeholder interactions and participation. Technology advances make it easier to incorporate information in interactive formats via visualization and games to augment participatory experiences. Citizens as stakeholders are increasingly demanding to be engaged in planning decisions that affect them and their communities, at scales from local to global. How people interact with and access models and data is rapidly evolving. In turn, this requires changes in how models are built, packaged, and disseminated: citizens are less in awe of experts and external authorities, and they are increasingly aware of their own capabilities to provide inputs to planning processes, including models. The continued acceleration of environmental degradation and natural resource depletion accompanies these societal changes, even as there is a growing acceptance of the need to transition to alternative, possibly very different, life styles. Substantive transitions cannot occur without significant changes in human behaviour and perceptions. The important and diverse roles that models can play in guiding human behaviour, and in disseminating and increasing societal knowledge, are a feature of stakeholder processes today. Display Omitted Participatory modelling has become mainstream in resource and environmental management.We review recent contributions to participatory environmental modelling to identify the tools, methods and processes applied.Global internet connectivity, social media and crowdsourcing create opportunities for participatory modelling.We suggest structured mechanisms to examine and account for human biases and beliefs in participatory modelling.Advanced visualization tools, gaming, and virtual environments improve communication with stakeholders.

Abstract: The merging of participatory development methods with geo-spatial technologies has come to be known as Participatory GIS and is now an emergent development practice in its own right. PGIS combines a range of geo-spatial information management tools and methods such as sketch maps, participatory 3D models, community-based air photo and satellite imagery interpretation, GPS transect walks and GIS-based cognitive mapping. Participatory GIS implies making GIT&S available to disadvantaged groups in society in order to enhance their capacity in generating, managing, analysing and communicating spatial information. PGIS practice is geared towards community empowerment through measured, demand-driven, user-friendly and integrated applications of geo-spatial technologies. GIS-based maps and spatial analysis thus become major conduits in the process. A good PGIS practice is embedded into long-lasting and locally driven spatial decision-making processes, is flexible, adapts to different socio-cultural and bio-physical environments, depends on multidisciplinary facilitation and skills and builds essentially on visual language. If appropriately utilized, the practice should exert profound impacts on community empowerment, innovation and social change. More importantly, by placing control of access and use of culturally sensitive spatial information in the hands of those who generated them, PGIS practice can protect traditional knowledge and wisdom from external exploitation. Effective participation is the key to good PGIS practice. Whilst the focus of traditional GIS applications is often on the outcome, PGIS initiatives tend to emphasize the processes by which outcomes are attained. At times the participatory process can obfuscate systematic inequalities through unequal and superficial participation. For example, PGIS applications may be used to legitimise decisions which in fact were taken by outsiders. The process can also easily be hijacked by community elites. For PGIS practices to be successful, they must be placed in a well thought out and demand-driven process based on the proactive collaboration of the custodians of local and traditional knowledge and of facilitators skilled in applying PGIS and transferring technical know-how to local actors. Participation thus cuts across the process from gaining a clear understanding of the existing legal and regulatory frameworks, to jointly setting project objectives, defining strategies and choosing appropriate geo-spatial information management tools. The integrated and multifaceted nature of PGIS provides legitimacy for local knowledge and generates a great sense of confidence and pride which prepares participant communities in dealing with outsiders. The process is intended to build self-esteem, raise awareness about pressing issues in the community and produce concrete and sustainable spatial solutions.

Abstract: Data gathered through community-based forest monitoring (CBFM) programs may be as accurate as those gathered by professional scientists, but acquired at a much lower cost and capable of providing more detailed data about the occurrence, extent and drivers of forest loss, degradation and regrowth at the community scale. In addition, CBFM enables greater survey repeatability. Therefore, CBFM should be a fundamental component of national forest monitoring systems and programs to measure, report and verify (MRV) REDD+ activities. To contribute to the development of more effective approaches to CBFM, in this paper we assess: (1) the feasibility of using small, low-cost drones (i.e., remotely piloted aerial vehicles) in CBFM programs; (2) their potential advantages and disadvantages for communities, partner organizations and forest data end-users; and (3) to what extent their utilization, coupled with ground surveys and local ecological knowledge, would improve tropical forest monitoring. To do so, we reviewed the existing literature regarding environmental applications of drones, including forest monitoring, and drew on our own firsthand experience flying small drones to map and monitor tropical forests and training people to operate them. We believe that the utilization of small drones can enhance CBFM and that this approach is feasible in many locations throughout the tropics if some degree of external assistance and funding is provided to communities. We suggest that the use of small drones can help tropical communities to better manage and conserve their forests whilst benefiting partner organizations, governments and forest data end-users, particularly those engaged in forestry, biodiversity conservation and climate change mitigation projects such as REDD+.

Abstract: This is a review of Collected Works of John Tate. Parts I, II, edited by Barry Mazur and Jean-Pierre Serre. American Mathematical Society, Providence, Rhode Island, 2016. For several decades it has been clear to the friends and colleagues of John Tate that a “Collected Works” was merited. The award of the Abel Prize to Tate in 2010 added impetus, and finally, in Tate’s ninety-second year we have these two magnificent volumes, edited by Barry Mazur and Jean-Pierre Serre. Beyond Tate’s published articles, they include five unpublished articles and a selection of his letters, most accompanied by Tate’s comments, and a collection of photographs of Tate. For an overview of Tate’s work, the editors refer the reader to [4]. Before discussing the volumes, I describe some of Tate’s work. 1. Hecke L-series and Tate’s thesis Like many budding number theorists, Tate’s favorite theorem when young was Gauss’s law of quadratic reciprocity. When he arrived at Princeton as a graduate student in 1946, he was fortunate to find there the person, Emil Artin, who had discovered the most general reciprocity law, so solving Hilbert’s ninth problem. By 1920, the German school of algebraic number theorists (Hilbert, Weber, . . .) together with its brilliant student Takagi had succeeded in classifying the abelian extensions of a number field K: to each group I of ideal classes in K, there is attached an extension L of K (the class field of I); the group I determines the arithmetic of the extension L/K, and the Galois group of L/K is isomorphic to I. Artin’s contribution was to prove (in 1927) that there is a natural isomorphism from I to the Galois group of L/K. When the base field contains an appropriate root of 1, Artin’s isomorphism gives a reciprocity law, and all possible reciprocity laws arise this way. In the 1930s, Chevalley reworked abelian class field theory. In particular, he replaced “ideals” with his “idèles” which greatly clarified the relation between the local and global aspects of the theory. For his thesis, Artin suggested that Tate do the same for Hecke L-series. When Hecke proved that the abelian L-functions of number fields (generalizations of Dirichlet’s L-functions) have an analytic continuation throughout the plane with a functional equation of the expected type, he saw that his methods applied even to a new kind of L-function, now named after him. Once Tate had developed his harmonic analysis of local fields and of the idèle group, he was able prove analytic continuation and functional equations for all the relevant L-series without Hecke’s complicated theta-formulas.
