Abstract: Our paper presents an analysis of the impact of performance management tools on the performance of public sector institutions in the Czech Republic. We were unable to document their impacts on organisational performance using standard quantitative analysis. Expert opinions indicate that such a situation is at least partly a real one, not caused by methodology biases, but by the very specific behaviour of public organisations in the public-sector system, where accountability and responsibility are limited.

Abstract: This paper deals with the analysis of risks which threaten the future sustainability and operations of agricultural museums in the Czech Republic. In the section on methodology, an applicable risk model has been proposed regarding the condition of museums in the Czech Republic. Using this model, the directors of agricultural museums can assess the most significant risks which may jeopardize the sustainability of museum operations over a three-year period. The greatest risks, according to museum directors, are a lack money for investment, the inability to retain high-quality staff, and issues with technical support for exhibitions. Assessing the importance of risk is positively associated with previous experiences of a particular type of risk, whereas the association of the importance of risk with previous managerial practice is rather inconclusive.

Abstract: The uptake of green public procurement in the Czech Republic is known to lag behind the European standards. We trace this condition back to the adverse effects of a specific type of decision-making trade-off faced by the Czech public procurement officials, namely the trade-off between stewardship and administrative compliance. The trade-off means that public procurers are aware of administrative risks and complications attendant on the conscientious non-perfunctory implementation of green public procurement. The overall result is that public procurers ultimately come to prioritize the contract criterion of the lowest price over ecological criteria. The existence of this trade-off has been generally confirmed by the results of a unique large-N survey of more than 1100 respondents from a group of local public officials and mayors in the Czech Republic. We have found that the decision-making of Czech public procurers is affected by the trade-off between stewardship and administrative compliance, which turn out to be mutually conflicting goals. On the one hand, many public procurers do possess a stewardship motivation that shapes their positive attitude to GPP. On the other hand, they are painfully aware of, and seek to forestall, administrative risks and complications attendant on the conscientious, i.e., non-perfunctory, implementation of GPP.

Abstract: In the real world, acceptance of a decision is conditional on the availability of a great volume of data. Selection of a suitable solution on the basis of this data represents a problem that multi-criterial methods (MCDM) are applied to. The issue of which of these should be favoured during their use involves a specification of the importance of the assessed criteria. The goal of the presented research is to quantify the differences (symmetry) in assessment using selected MCDM methods (Technique for Order of Preference by Similarity to Ideal Solution–TOPSIS), while applying an absolute and relative variability of the assessed criteria to a determination of their importance. The obtained results indicate that the order of the assessed subject (alternative) is not directly influenced by the method of determining the variability of the assessed criteria. We can also state that the degree of concurrence in the order of application of the TOPSIS technique, in combination with both approaches expressed by the Jaccard index, is relatively low.

Abstract: The public sector faces the challenge of re-evaluating public service delivery mechanisms with a citizen orientation. The eGovernment concept should not only focus on delivering a large number of services to increase efficiency and effectiveness when deciding on a top-down approach, based on government needs, but decisions should be made on the basis of citizens’ needs, a bottom-up approach. The object of the paper is to identify problems of public service innovations demand and supply, which determinate the adoption of local public service innovations based on the use of IT technology in the condition of Slovak Republic. The results of the investigation confirmed that there is citizen demand for innovation of local public services, but the process of developing and implementing innovative concepts of public services fails on the grounds of the low innovation potential of the service providers.

Abstract: The contradiction between economic development and environmental protection is a core issue that plagues developing countries. The Chinese government has continuously implemented different environmental policies to alleviate the contradiction between economic development and environmental protection, but how they will perform remains unknown. Therefore, this paper revises the classical DEA model and then empirically evaluates the efficiency of environmental policies in 31 Chinese provinces from 2015 to 2020. It is found that the environmental efficiency of each local government has steadily improved, and the provincial differences show a trend of continuous reduction. However, when decomposed, the technical efficiency gap among provinces is large, and the scale efficiency even shows a downward trend. This paper also adopts the Malmquist index for dynamic analysis of environmental efficiency, and the research findings have important theoretical value for scientific formulation of environmental policies.
