TL;DR: In this article, the authors propose to enable a user terminal to perform a fast recovery from a radio link failure by providing user context to the predefined cell in advance of a recovery attempt by the user terminal.
Abstract: The teachings presented herein enable a user terminal to perform a fast recovery from a radio link failure. In one aspect, the improvement in recovery time is achieved by commanding or otherwise causing the user terminal to perform radio link failure (RLF) recovery at a cell that is known to possess the user context, while considering that this cell should yield good radio conditions (if not the best) to the user terminal. A cell may be predefined for use by the user terminal in recovering its radio connection. Based on providing signal strength thresholds to the user terminal, for use in determining whether to use a predefined cell for reconnecting to the network, the user terminal attempts RLF recovery first in the predefined cell. By providing user context to the predefined cell in advance of a recovery attempt by the user terminal, the time for recovery is lessened. Note that the user terminal also may infer which cells are preferred.

TL;DR: In this paper, a radio base station generates a congestion status flag, based on measured resource usage in its cell, and based on performance of sessions in the cell, indicating whether the base station is congested.
Abstract: A radio base station generates a congestion status flag, based on measured resource usage in its cell, and based on performance of sessions in the cell. The flag may be a one bit, or a small number of bits, indicating whether the base station is congested. The flag can be sent to neighbouring radio base stations, for use in determining whether to perform handovers to that radio base station. The flag generated in a radio base station, and the flags generated in neighbouring radio base stations, can also be sent to user equipment in a cell.

TL;DR: In this paper, a radio fingerprint of the mobile terminal's location is estimated by offsetting signal measurements of the radio fingerprint by an amount determined based on theoretical or experimental models of the dependency of the signal measurements on the radio frequency at which they are performed.
Abstract: Methods and apparatus taught herein facilitate accurate estimation of a mobile terminal's location via location fingerprinting. Specifically, the methods and apparatus obtain a radio fingerprint of the mobile terminal's location based on signal measurements (e.g., signal strength, signal quality, or path loss) performed at a radio frequency distinct from that used to obtain the reference radio fingerprints. The methods and apparatus transform the radio fingerprint, or the reference radio fingerprints, or both, based on that distinction, such as by offsetting signal measurements of the radio fingerprint by an amount determined based on theoretical or experimental models of the dependency of the signal measurements on the radio frequency at which they are performed. The radio fingerprint of the mobile terminal's location may then be compared to the reference radio fingerprints, to accurately estimate the mobile terminal's location despite the radio fingerprint and the reference radio fingerprints having been obtained using different frequencies.

TL;DR: In this article, the authors defined the parameters that define the frequency raster points to be used in an unlicensed band to support operation of wireless devices in both licensed and unlicensed frequency bands.
Abstract: Parameters that define the frequency raster points to be used in an unlicensed band are used to support operation of wireless devices in both licensed and unlicensed frequency bands. Corresponding signaling messages are used to exchange information regarding the device's capabilities, preferences, transmission power, etc. In one method, implemented in a wireless communication device (410) configured to operate in at least first and second frequency bands, a radio access network is accessed (510), using a first radio access mode and the first frequency band. The method further comprises transmitting (520) frequency raster data to the radio access network, wherein the frequency raster data corresponds to the second band, indicates a tuning capability of the wireless communication device (410), and comprises at least a first frequency index and a granularity indicator. Methods and apparatus for maintaining a database of access point capabilities in unlicensed bands are also disclosed.

TL;DR: In this article, a radio base station non-orthogonal-multiplex downlink signals for a plurality of user terminals over a given radio resource, a user terminal having received the downlink signal for the plurality of users decodes the signal and reports a judgement result as to whether or not the signal has been successfully received.
Abstract: The present invention is designed to provide a user terminal, a radio base station and a radio communication method of novel structures that can achieve a good communication environment. A radio base station non-orthogonal-multiplexes downlink signals for a plurality of user terminals over a given radio resource, a user terminal having received the downlink signals for the plurality of user terminals decodes downlink signal for another user terminal, judges whether or not the downlink signal for the other user terminal has been successfully received, based on the decoding result of the downlink signal, reports a judgement result as to whether or not the downlink signal for the other user terminal has been successfully received and a judgement result as to whether or not a downlink signal for the user terminal has been successfully received, to the radio base station, and then the radio base station executes retransmission control of downlink signals based on reports from the user terminal.

TL;DR: In this paper, a base station establishes an extent to which one or more base stations in the wireless telecommunications system support the power boost operating mode conveys an indication of this to a terminal device.
Abstract: A wireless telecommunication system comprises base stations for communicating with terminal devices. One or more base stations support a power boost operating mode in which a base station's available transmission power is concentrated in a subset of its available transmission resources to provide enhanced transmission powers as compared to transmission powers on these transmission resources when the base station is not operating in the power boost mode. A base station establishes an extent to which one or more base stations in the wireless telecommunications system support the power boost operating mode conveys an indication of this to a terminal device. The terminal device receives the indication and uses the corresponding information to control its acquisition of a base station of the wireless telecommunication system, for example by taking account of which base stations support power boosting and/or when power boosting is supported during a cell attach procedure.

TL;DR: In this article, different methods for determining whether or not a synchronization state is established in the uplink, are used depending on whether a dedicated uplink dedicated resource is set up.
Abstract: In a mobile communication method by which a mobile station (UE) transmits a control signal to a radio base station (eNB) in an uplink by using an uplink dedicated resource, different methods for determining whether or not a synchronization state is established in the uplink, are used depending on whether or not the uplink dedicated resource is set up.
