Abstract: Resource Description and Access (RDA), as a new cataloging standard, supports libraries in their bibliographic description processes by increasing access points. The increasing importance of RDA implementation requires adaptation to a new bibliographic universe. Furthermore, many initiatives have been launched by countries who would like to keep themselves up-to-date by using and implementing RDA in their library catalogs. This study points out the awareness and expectations of catalogers in academic libraries in Turkey about the transition from Anglo-American Cataloguing Rules, Second Edition (AACR2) to RDA and their potential problems in adapting RDA. The situation in Turkey in terms of academic libraries is evaluated and reported.

Bu hedefler dogrultusunda RDA, bibliyografik evrenin yeniden ve daha etkin bicimde duzenlenmesini amaclamaktadir. Bu calismada RDA’nin bu hedef ve amaclarina yonelik olarak ortaya koydugu yeni yaklasimlar, yapi, terminoloji, kurallar, uygulamalar ve unsurlar literature dayali olarak aciklanmakta, dunyada ve Turkiye’de RDA’ya yonelik olarak gerceklestirilen calismalar ele alinmaktadir.

Abstract: Changes in managerial approaches with the transition to information society, developed standards, assessment tools, legislations and regulations bring new dimensions to management of organizational information. Organizations managing daily workflows according to internal and external interactions, should use, develop and implement information systems that have different functions for different information assets. Furthermore, organizations should also follow updates related to information system. In this regard, universities with their organizational structures come into prominence among the organizations that are carrying their work processes out with information systems. In this context, this study has revealed the similarities and differences of the practices, and exposed the consistency and interoperability problems in current situations of organizational information and records systems at 22 universities in Turkey via a semi-structured interview and a developed checklist. Findings indicate that there are deficiencies in the managerial applications of organizational information and records systems of universities and they need revisions and improvements in some important points with regard to the processes.

Abstract: Since its inception, one of the primary goals of the Internet has been the open access of information and documents online. This openness aims to allow access to universal knowledge. The Open Educational Resources (OER) have promoted this goal in the context of education. The OER of higher education are supported by means of the Open Course Ware (OCW) initiative. OCW aims to provide access to the knowledge produced by universities. However, the level of access to and use of OCW do not meet expectations. For this reason, it is necessary to provide solutions to increase the accessibility and usability of OCW. As a result, this paper presents a methodology for the evaluation of the accessibility and usability of OCW sites, as well as a framework for improving their accessibility and usability. This methodology and framework have been applied to evaluate and improve the accessibility and usability of a real case study, the OCW initiative of the Universidad Tcnica Particular de Loja (UTPL). This case study has allowed us to validate the methodology and the framework in a real setting in order to determine if they were able to identify and suggest improvement for the accessibility and usability of OCW when required. Abstract: In the context of the information skills development programs that are being developed by the EU, there is an increasing interest in the acquisition and use of digital competences as an impact factor on the educational system at all its was levels. The present study aims to analyze the evolution of digital specializations generated by the digital evolution, in parallel with the development of the educational system, through a statistical analysis of the main indicators that have been reported at EU level on early education abandonment, employment rate of graduates, employment of IT specialists by gender, adult participation in gender-based learning, and other impact indicators that demonstrate the capacity of the population in the digital domain through the use of ICT solutions. The object of research were the statistical indicators reported for 2017 by Eurostat at the level of the European Union, for each member state of the union, obtaining a total of 29 statistical observations. The data were modelled through the GRETL statistical program, obtaining a model based on the smallest squares method in 2 phases. This paper shows that there is a need to assimilate the European approaches in the field of digital evolution, a necessity which varies according to the economic development of each member state, Romania being ranked in the chapter of assimilation of the objectives of the open education agenda in the second part of the European ranking, including based on the low absorption rates provided for Union programs in this area. The study theoretically proves and empirically confirms that the function obtained through modelling can be assimilated to the service demand function and can be integrated into the offer function harmonized with the information factor. This research study represents a contribution to the field of management of public utility companies and can be useful for educational institutions, students, the labour market and the general public, providing a starting point for further in-depth research in this area. Abstract: Purpose – The purpose of this paper is to identify the features that international student users prefer for next generation OPACs.Design/methodology/approach – A total of 16 international students of the University of Sheffield were interviewed in July 2008 to explore their preferences among potential features in next generation OPACs. A semi‐structured interview schedule with images of mock‐up screens was used.Findings – The results of the interviews were broadly consistent with previous studies. In general, students expect features in next generation OPACs should save their time, be easy to use and relevant to their search. This study found that recommender features and features that can provide better navigation of search results are desired by users.
