Abstract: A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in-depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity. Implementation failures are pervasive in both developed and developing countries; yet, many of the existing theories and models of policy implementation have been developed from experiences in Western countries like the United States and European countries (Saetren, 2005). Given the significant differences in political, economic, and social contexts across different countries, the application of these theories and models to the developing world requires contextual adaptation (Rivera, 2004). Along with the globalization of the field of public policy and administration, more contextualized studies are needed to validate or extend existing theories and models of public policy and administration (Blackman, Uribe, van Hoof, & Lyon, 2013; Zhan, Lo, & Tang, 2014). For example, the current literatures on environmental policy implementation and corporate regulatory compliance are based primarily on experiences in developed countries, often characterized by relatively clear political commitment to environmental protection and well-developed administrative capacity for enforcement. Abstract: This article extends the study of regulatory enforcement on three levels. First, it separates enforcement style elements during inspections and sanction decision‐making work, creating a more realistic measurement. Second, it focuses on how these elements function in a context where it is hard in practice to achieve deterrence. Third, it assesses how agents view the effectiveness of combinations of style elements in such a context. To do so, it uses survey and interview data with street‐level environmental officials in Guangzhou, China. It finds that the agents studied practise enforcement that goes beyond deterrence and uses education and persuasion more effectively. It finds that the behavioural assumptions of these agents are to a large extent in line with the available regulatory literature, although agents are very unlikely to have consulted such studies. Therefore, the article concludes that law enforcement agents can develop nuanced and appropriate behavioural intuitions through their everyday work experiences.

Abstract: Purpose This paper analyzes the connection between the sustainability performance of Chinese banks and their financial indicators to explore whether sustainability regulations can be implemented without decreasing the financial performance of the banking sector Design/methodology/approach The study examined reports and websites of Chinese banks, categorized different corporate sustainability aspects and conducted panel regression and Granger causality to analyze cause and effect variables Findings The environmental and social performance of Chinese banks increased significantly between 2009 and 2013 Furthermore, a bi-directional causality between financial performance and sustainability performance of Chinese banks has been found Based on institutional theory, this interaction may be influenced by the Chinese Green Credit Policy Research limitations/implications The findings suggest that corporate sustainability performance and financial performance are not a trade-off but correlate positively Further research is needed to analyze the effect of financial regulations, such as the Chinese Green Credit Policy Practical implications According to the good management theory by Waddock and Graves (1997) that claims a positive impact of corporate social performance on financial performance, Chinese banks can invest in corporate sustainability to increase their financial success and re-invest parts of the additional returns – also called slack resources – in sustainability activities Social implications Chinese banks are able to influence the economy to become greener and less polluting without sacrificing financial returns Originality/value This is the first study to explore the sustainability performance of Chinese banks, including their products and services
