Abstract: The rapid spread of information technologies and other phenomena in the new economy causes significant changes in the social and employment spheres. The objective is mainly to analyze and systematize the peculiarities of labor and payment for it in the new economy. In this paper, the analytical grouping method for characterizing salary functions, as well as changes in the social and labor sphere that take place in the new economy, correlation-regression analysis to determine the relationship between average income and factors affecting its level are used. The results of the paper show three important findings. Firstly, the gradual changes in the content of labor and forms of its organization that happen in modern conditions under the influence of dissemination of information and communication technologies require new approaches to income adjustment, management of employment of the population, development of professional education system. Secondly, the authors also found that the fair employee compensation, ensuring productive employment in modern conditions, is a challenge not only of the national, but also of international scale. Thirdly, the prospective directions of reducing inequality and social tension in society are the guarantee of the basic unconditional income, progressive tax on all types of income, reduction of the length of working time while maintaining payments and improving productivity. In addition to avoiding social dangers, it would be a proactive progressive function of expanding human development opportunities.

Abstract: The urgency of the research. Before the modern person at different stages of reproduction of the human capital, there are many calls and risks that need to be considered and also to adapt to consequences of their action. Target setting. Use of marketing tools is rather a perspective direction of improvement of processes of the human capital reproduction. However, improvement of these processes is promoted by only socially responsible marketing. Uninvestigated parts of general matters defining. Almost unexplored are questions of use of marketing tools in the realization of processes of reproduction of the human capital. The purpose of the paper is to study the use of marketing tools for more effective implementation of reproduction processes of human capital at different stages. The issue of reproduction of human capital is considered in such areas: education, health, and social and labour sphere. Methodology. The paper is based on a critical analysis of scientific researches in the sphere of socially responsible marketing and processes of reproduction of human capital. These issues are researched by Blagov Yu.E., Carroll A., Hrishnova O.A., Kotler P., Lantos J., Lambin J., Libanova E.M., Mishchuk H.Yu., and others. Results. Issues of the human capital reproduction are considered in the following spheres: education, healthcare, and social and labour sphere. It is defined that in modern conditions, social responsibility has to become a basis for the creation of all system of the public relations and cover all stages of reproduction of the human capital. Socially irresponsible marketing leads to the formation, accumulation, and distribution of the fictitious human capital and other its unproductive forms. Practical implications. Now reproduction of the human capital in Ukraine is rather strongly influenced by fiktivization processes connected with the distribution of its unproductive forms. In this context, socially irresponsible marketing of educational and medical institutions, enterprises-employers, pharmaceutical and intermediary firms, plays a considerable role. Socially responsible marketing is impossible without the general spread of the ideology of social responsibility in society. The concept of social responsibility should become widespread in all spheres of public life, should become a fundamental basis of social and labour relations and one of the most important directions for overcoming a systemic socio-economic, political, and military crisis in Ukraine.

Abstract: The dynamics of processes of human capital formation in the sphere of healthcare is investigated. The trends, processes and asymmetries in this area that accompany the gradual market transformation of the national health system are often characterized, and often provoke the formation of unproductive forms of human capital and the processes of fiktivization. The system of indicators for estimating nominal and real human capital is proposed. The dynamics of nominal human capital is estimated by the following indicators: the growth of the rate of the number of doctors of all specialties per 10 thousand population; the growth rate of the number of average medical personnel per 10 thousand population; the growth rate of the planned capacity of outpatient clinics for 10 thousand people. To assess the dynamics of nominal human capital: growth rate of the average life expectancy at birth (without gender differentiation); the growth rate of the disease per 100 thousand population (all diseases). According to our methodology, the growth of the index of real human capital shows progress in the medical sphere. The growth of the nominal human capital index shows an increase in spending on this area, and it does not always indicate progress, although its substantial reduction is alarming and requires a more detailed analysis. If real human capital grows faster than nominal, then healthcare activities are effective, and if on the contrary – in this area the processes of fictivization takes place. Recommendations for reducing the fiktivization processes in the sphere of healthcare are proposed, which include: development and implementation of a system for monitoring the quality of medical services on the basic data of the eHealth system; the further introduction of digital technologies into the national health system and, on this basis, – increasing the availability of analytical information for both medical professionals and researchers, and for the public, the dissemination of medical literacy and healthy lifestyles.

Abstract: Objective : To perform a comparative analysis of the effectiveness of investments in human capital in Poland and Ukraine; to identify priority directions of implementing the Polish experience for increasing the effectiveness of investments in education, healthcare and the social and labour sphere. Research Design & Methods : Cost method was used to determine the value of human capital, which is based on an assessment of human capital investment in three areas – education costs, enterprise spending on advanced training, and healthcare costs – and adjusted by the human capital efficiency ratio. Comparative analysis is also used to characterise the situation in Ukraine and Poland in key areas of human capital reproduction. Findings : The results indicate that the efficiency of human capital in Ukraine is low. This is caused primarily by negative economic dynamics, but also by fairly low public spending on education and healthcare. Implications / Recommendations : A review of the literature shows that implementation of the Polish experience could boost the effectiveness of human capital investments in Ukraine. Conducting a comparative analysis will make it possible to identify the main areas and directions of their implementation. Contribution : The article contributes to the scientific literature on evaluating the effectiveness of human capital investment. It also identifies current shortcomings in the creation, development, use and preservation of human capital, and which should be improved in such areas as education, healthcare and the social and labour sphere.

Abstract: The ability to attract and retain the talents is an important factor in the competitiveness of countries, as it is confirmed in our study. At the level of small and medium-sized enterprises, hiring and retaining skilled workers is one of the most difficult tasks of HR management, especially in transition economies with a high intensity of “leaching out” the skilled workers due to labour migration. Our research in Ukraine, which is a prime example of such countries, conducted via the cluster analysis allows us to conclude that the problems of hiring and retaining skilled workers have some connection with profitability: there is almost always a problem with filling vacancies with people of all educational levels in unprofitable enterprises, which is not typical of profitable businesses. The main problems with filling vacancies according to employers’ estimations are: 1) market factors – shortage of employees with the required skills; 2) internal problems of ensuring the attractiveness of jobs (material – pay, and intangible – career prospects, flexible working hours, legal employment); 3) internal factors of inefficient HR management, including recruiting; 4) psycho-physiological factors of job satisfaction. However, there are no close links between the factors of hiring effectiveness and retention of skilled workers with the economic success of the organization in the form of the growth of assets, revenues and stuff. This leads to the conclusion that the practices of human resources management in small and medium-sized businesses in Ukraine are largely built chaotic, without analyzing the impact on the efficiency of the use of other resources and without providing links with the overall economic efficiency of enterprises.

Abstract: DOI: 10.14254/2071789X.2020/13-2/19 ABSTRACT. The links between lawful economy and the shadow economy with social safety are investigated. Based on the existing methods of estimating the shadow economy, it is determined that its official level in Ukraine exceeds the critical one (30% according to the Ministry of Economy) by most estimation methods and was ranging from 18 to 46% in 2018. This significant shadowing of the economy has a negative impact on GDP (correlation coefficient -0.729) and; is directly related to the low competitiveness of the economy as per the world rankings. Having impact on the generation of secondary income through fiscal redistribution mechanisms, the shadow economy has a negative impact on the main components of social safety, including the spread of poverty, maintaining an inefficient cost structure with a high share of food expenditures (which is also a sign of low living standards); and limited housing opportunities. The relationship between the shadow economy on the one hand and economic & social safety on the other (0.865 and -0.560, respectively) has been determined using the correlation analysis. Economic losses from the reduction of tax revenues to the budget have been estimated to confirm the need to develop mechanisms to unshadow the economy as one of top priorities for public administration in the social sphere in Ukraine.

Abstract: In the situation of growing global problems and dangers of anthropo-technological, medical-epidemiological, economic, environmental, demographic nature, the demand for identifying transformational changes in global and national labour markets is relevant. The fourth industrial revolution, the threats of the COVID-19 pandemic, the transition to Society 5.0 (Super Smart Society or Society 5.0) are the challenges that change the nature of the world of work, the man of labour, in every country and in humanity as a whole. They create new dangers, are accompanied by unpredictable consequences, but at the same time, they open new opportunities. Therefore, these processes require in-depth research. The purpose of the article is to study transformations on the global and national labour markets caused by the complex impact of digitalization processes and the COVID-19 pandemic. The theoretical and methodological basis of the study combines modern concepts of sustainable development, decent work, social risk and digital economy. Emphasis is placed on the importance to ensure the complementarity of sustainable, labour and digital development. The authors put forward and confirmed the hypothesis that today the transformations in the labour and employment markets are due to the complex influence of modern megatrends, first of all – the COVID-19 pandemic and the digitalization of the economy and society. In the present situation, the COVID-19 pandemic can be a trigger (accelerator) of the digitalization process. The results of the study show that the spread of the COVID-19 pandemic and quarantine restrictions stimulated the growth of demand for digital technologies to meet the communication, professional, consumer and economic needs of the people, contributed to the spread of new non-standard forms of employment using information and communication technologies. The authors present a system of transformational changes in the social and labour sphere in terms of digital and sustainable development; also, they propose key imperatives, priorities of strategic and tactical level to ensure the stabilization and balance of the labour market and employment in Ukraine.
