Abstract: Construction industry provides large number of employment and makes significant contribution to nation economy in China. But accidents at work happen almost every day. In addition to cost of human injury and death, the accidents are unduly expensive in terms of damage of property and in completion of project. HSE at the operational level strives to eliminate injuries, adverse health effects and damage to the environment. The HSE management system has already applied in the engineering project overseas widely, but it is still a weak link in the Chinese building industry. This paper based on HSE management system theory, analyzed the status and main problems of China's construction enterprise security, health and environmental management. And the paper also proposed the countermeasure and basic model to implement effectively HSE management system. Construction enterprise, through sound HSE management, improved the level of project management, achieved the enterprise efficiency, and enhanced the enterprises competitiveness.

Abstract: China southeast coastal rural area is one of the serious typhoon disaster areas in the world, as an important facility for disaster reduction, the establishment of a typhoon shelter in these areas can greatly enhance the ability of disaster prevention and mitigation. In this paper, we investigated the situation of emergency shelters in rural typhoon disaster areas of coastal zone, and analyzed the existing problems in the construction of typhoon emergency shelter, pointed out that the construction of typhoon emergency shelter should pay great attention to the actual effect, simultaneously should establish a long-term effective administration mechanism.

Abstract: This year,No.8 typhoon Saomai frontal struck the Wenzhou city,Zhejiang Province,causing hug casualty and property loss in afternoon,August 10.After the disaster happened,the Ministry of construction at once sent the expert group to the typhoon struck area in Zhejiang and Fujian Province to investigate the situation of hours and infrastructure damage.The expert group analyzed the cause of house damaged by typhoon and proposed the technical measures to anti-typhoon for the hours according to the problems existed in anti-typhoon of building in local village and town,provided a technical support for the recovery and reconstruction after disaster.

Abstract: A complete analysis of the impact of Typhoon 9914 over the architectural structures in Xiamen was made which revealed features different from the aftermaths of the disasters between 1950s and 1980s in that the main parts of the buildings were basically intact,the fielding structures slightly damaged,and ancillary structures severely damaged.Humanistic and technical solutions were then proposed in the paper.
