Abstract: A la suite de l’adoption des mesures d’ajustement structurel proposees par le FMI, l’economie bresilienne a connu une forte augmentation de son degre d’ouverture, tandis que dans le meme temps les consequences de la mondialisation financiere s’averaient plus fortes que celles de la globalisation commerciale. Malgre les efforts, la realite sociale et economique du pays n’a pas montre de signes d’amelioration. Bien au contraire, les chiffres relatifs a la croissance economique et aux inegalites placent encore le Bresil derriere la moyenne des pays en developpement. Meme si les effets pervers du processus engendre par la mondialisation sur les economies les plus faibles sont bien connus, ce n’est pas la globalisation en soi qui doit etre consideree comme la seule « coupable » de la faible croissance, du maintien d’un haut degre d’inegalites, de la montee de la precarite.Les causes doivent etre recherchees dans le contexte (inegalites elevees) dans lequel la mondialisation opere, dans la faiblesse des politiques publiques d’accompagnement, dans la maniere dont l’ouverture s’effectue, enfin dans la gestion de la dette interne qui favorise les activites financieres. D’autres pays affichent des resultats assez differents, car ils ont mis en place d’autres politiques ayant pour but de maitriser et reduire les effets negatifs de la mondialisation.

Abstract: After the sequence of structural adjustments decisions suggested by the IMF, Brazilian economy became wider opened, as the consequences from financial globalization were stronger than those from commercial globalization. Nevertheless, social and economical reality didn't show much improvement. On the contrary, figures on economic increase and inequalities show Brazil behind the average of developing countries. Even if the effects caused by "mondialisation" on weakened economies are well known, globalization can not be taken as the only guilty of weak economic increase, for maintaining the high level of inequalities or for the increase of precariousness. Responsibility must be searched on high inequalities in where operates "mondialisation", on weakness of public policies, on irresponsible way of opening of the economy and in fiscal policy in favor of financial sector. Other countries have reached quite different results, once the have adopted different public policies, which goal was to establish control and reduction upon the negatives effects of globalization.

Abstract: Apenas algumas semanas apos o inicio de seu segundo mandato, Lula anunciou um conjunto de medidas que recebeu o nome de Plano de Aceleracao do Crescimento – PAC. Tais decisoes podem ser interpretadas como uma mudanca de rumo em termos da politica economica bastante ortodoxa adotada ao longo de seus primeiros quatro anos de governo. Ao que tudo indica, o Presidente se convenceu da necessidade de recuperar os caminhos para o crescimento economico e nao apenas se contentar com os ajustes de cunho neoliberal, sempre baseados na manutencao de taxas de juros elevadas, na reducao dos gastos publicos e na obtencao de superavit primario crescentes para pagamento dos servicos da divida publica. Por ter feito tal opcao em 2003, os indices de crescimento do PIB brasileiro revelaram-se insuficientes e estiveram entre os mais baixos do mundo.Dentre as principais medidas do Plano, constam : a) uma nova metodologia de calculo do superavit primario (para liberar despesas de investimento) ; b) estimulo as parcerias publico-privadas para viabilizar projetos importantes na area de infra-estrutura ; c) propostas de reducao da carga tributaria em setores considerados estrategicos para a recuperacao da atividade economica geral. Apesar de sua timidez no que se refere a politica monetaria de juros elevados, o PAC pode se converter num instrumento de retomada do crescimento e permite recolocar em evidencia o aspecto fundamental das politicas publicas como elemento de superacao das desigualdades e de promocao do desenvolvimento.

Abstract: Cette these conduit a nous interroger sur le caractere soutenable de l'accumulation chinoise, et a insister sur les elements que ce pays comporte en commun avec le Bresil. La dynamique du processus d'accumulation de la Chine et du Bresil est envisagee a partir du comportement des entreprises nationales et etrangeres, ainsi que de la structure socioeconomique de ces deux pays. Dans un premier temps, nous presentons les caracteristiques de l'evolution historique de la Chine afin de mieux comprendre la situation actuelle. Sont alors mises en evidence les raisons pour lesquelles le developpement economique s'est realise de maniere distincte en Chine et au Bresil, ainsi que son articulation historiquement differenciee avec le systeme capitaliste mondial. Ensuite, nous insistons sur le phenomene qui semble rapprocher le plus aujourd'hui la situation economique de la Chine de celle du Bresil : l'importance des inegalites. Alors que les inegalites semblent aujourd'hui peser sur l'accumulation bresilienne, la Chine maintient un taux de formation brute de capital fixe superieur a 40%. Apres une etude de l'evolution historique des appareils productifs chinois et bresiliens, l'accent est mis essentiellement sur les impasses vers lesquelles leur mode d'accumulation risque de les mener. Pour resumer, il s'agit de comprendre, a l'aune de l'economie bresilienne, les blocages vers lesquels la Chine se dirige, et de remettre en cause la these selon laquelle les pays de la Peripherie peuvent constituer une menace pour les economies du Centre. Bien au contraire, les blocages auxquels risque de se confronter le processus d'accumulation, aussi bien dans les pays du Centre que dans ceux de la Peripherie, sont dus aux caracteristiques propres du mode de production capitaliste, et sont inherents au fonctionnement de celui-ci.

Abstract: This paper discusses the national planning of health policy between 2003 and 2010, in the light of the development of state planning in Brazil and Lula's administration. Firstly an historical overview is presented of the key moments for national planning, regarding its effects on health care. The governmental context is then described with a review of the strategies and instruments in health planning over recent years. The methodology involved a bibliographic and documental review - including the Multi-year Plans, the National Health Plan, the Health Pact and the More Health program - considering their intention, contents and development processes. The results indicate that national health planning has been condensed in order to enable better direction of the policy. Two key moments in federal health planning were identified: between 2003 and 2006 a managerial and participative line was followed; between 2007 and 2010, the managerial line was kept allied to an effort to tie health policy to the development model. Despite the advances, health planning has displayed limitations, such as: restrictions in health financing, which has compromised the execution of the plans; failure to tackle structural problems in the health care system; and the fragile territorial organization.

Abstract: Au Bresil, le ralentissement du processus d’accumulation et la desindustrialisation sont souvent mis sur le compte de la financiarisation de l’economie. Ainsi, des taux d’interet maintenus tres eleves, notamment dans le but de financer la dette publique, incitent davantage a se procurer des bons du tresor qu’a investir dans la sphere productive. Neanmoins, l’evolution du taux de profit dans l’appareil productif explique egalement le rapport des entrepreneurs a l’investissement. En effet, la fin du « Miracle economique » et la crise de la decennie 1980 peuvent etre analysees comme des consequences d’une baisse du taux de profit dans l’industrie.
