Globalization and internationalization are related but not the same thing. Globalization is the context of economic and academic trends that are part of the reality of the 21st century. Internationalization includes the policies and practices undertaken by academic systems and institutions—and even individuals—to cope with the global academic environment. The motivations for internationalization include commercial advantage, knowledge and language acquisition, enhancing the curriculum with international content, and many others. Specific initiatives such as branch campuses, cross-border collaborative arrangements, programs for international students, establishing English-medium programs and degrees, and others have been put into place as part of internationalization. Efforts to monitor international initiatives and ensure quality are integral to the international higher education environment.

The Internationalization of Higher Education: Motivations and Realities

A detailed review of the education sector in Australia as in the data provided by the 2006 edition of the OECD's annual publication, 'Education at a Glance' is presented. While the data has shown that in almost all OECD countries educational attainment levels are on the rise, with countries showing impressive gains in university qualifications, it also reveals that a large of share of young people still do not complete secondary school, which remains a baseline for successful entry into the labour market.

The Question of Corruption

China and India are now the largest and third largest academic systems in the world—the United States is second. They are growing rapidly—much of the global enrolment expansion between now and 2050 will be in just these two countries.  China enrolls around 22 percent of the age cohort and India only 10 percent—thus there is much room for growth. Both India and China continue to the largest “exporters” of students—mainly to the large English-speaking academic systems. Each country has had a different approach to higher education development. India has failed to build top quality universities—only the Indian Institutes of Technology are recognized as “world class” institutions—and these are small and specialized. Most of India’s energy has gone into provide access to students. China, on the other hand, has in the past two decades devoted much effort and funding to building a top tier of research universities and now has a dozen or more successful institutions that are beginning to compete successfully globally. Both countries have growing private higher education sectors, and both face considerable challenges as they try to serve a growing demand for access.

Such factors as levels of literacy, habits of book purchasing, libraries, copyright regulations and bookstores have an impact on the nature of publishing and the book industry. The educational system, a particularly important consumer of books, is crucial to publishing. In industrialized nations, where levels of literacy are high, it is likely that publishing will be highly developed although it is under increasing attack from such forces as television and other mass media. In the Third World, the mass media are not highly developed, and books often have a particularly important role. Publishing and the Intellectual System

Student activism remains a potent force worldwide. Recently, students were instrumental in the collapse of the regime in Ukraine, and were key forces in the Arab Spring movements. Students, however, are unable to ensure that their views will be reflected in the governments that emerge from unrest. Students also are active participants in campus events, and have often been instrumental in shaping higher education policy.

The advent of the Trump Administration in the US along with Brexit in the UK and other changes in Europe will bring a major set of changes to internationalization.  The US and the UK will be seen as less attractive for international students. It is likely that the immigration and visa restrictions will grow. Governmental support for programs such as Fulbright and ERASMUS are likely to be cut back. Perhaps most important, the spirit of internationalization in higher education is likely to change.
