Abstract: As performance-based contracting in social welfare services continues to expand, concerns about potential unintended effects are also growing. We analyze the incentive effects of high-powered, performance-based contracts and their implications for programoutcomes using panel dataon Dutchcohorts of unemployed and disabled workers that were assigned to private social welfare providers in 2002 to 2005. We employ a difference-in-differences design that takes advantage of the fact that contracts gradually moved from partial performance-contingent pay to full (100 percent) performancecontingent contracting schemes. We develop explicit measures of selection into the programs and find evidence of cream skimming and other gaming activities on the part of providers, but little impact of these activities on program outcomes. Abstract: As recently as 15 years ago, the high level of Disability Insurance (DI) enrollment was considered to be one of the major social and economic problems of the Netherlands; indeed, the Netherlands was characterized as the country with the most out-of-control disability program of OECD countries. But since about 2002, the Netherlands has seen a spectacular decline in its Disability Insurance enrollment rate. Radical reforms to the Dutch DI system were implemented over the period 1996 to 2006. We cluster these reforms in three broad categories: 1) reducing the incentives of employers to move workers to disability; 2) increased gatekeeping; and 3) tightening disability eligibility criteria while enhancing worker incentives. The reforms appear to have been very effective. Since 2002, yearly DI inflow rates dropped from 1.5 percent in 2001 to about 0.5 percent of the insured population in 2012. We argue that particularly the interaction of employer incentives and formal employer obligations has contributed to the substantial decrease in DI inflow. On the downside, however, it seems workers with bad health have sorted into temporary employment�without employers bearing the financial responsibility of their benefit costs.

Abstract: A detailed review of the education sector in Australia as in the data provided by the 2006 edition of the OECD's annual publication, 'Education at a Glance' is presented. While the data has shown that in almost all OECD countries educational attainment levels are on the rise, with countries showing impressive gains in university qualifications, it also reveals that a large of share of young people still do not complete secondary school, which remains a baseline for successful entry into the labour market.

Abstract: This chapter seeks to set out what Economists have learned about the effects of early childhood influences on later life outcomes, and about ameliorating the effects of negative influences. We begin with a brief overview of the theory which illustrates that evidence of a causal relationship between a shock in early childhood and a future outcome says little about whether the relationship in question biological or immutable. We then survey recent work which shows that events before five years old can have large long term impacts on adult outcomes. Child and family characteristics measured at school entry do as much to explain future outcomes as factors that labor economists have more traditionally focused on, such as years of education. Yet while children can be permanently damaged at this age, an important message is that the damage can often be remediated. We provide a brief overview of evidence regarding the effectiveness of different types of policies to provide remediation. Abstract: This paper surveys recent work in equilibrium models of labor markets characterized by search and recruitment frictions and by the need to reallocate workers across productive activities. The duration of unemployment and jobs and wage determination are treated as endogenous outcomes of job creation and job destruction decisions made by workers and firms. The solutions studied are dynamic stochastic equilibria in the sense that time and uncertainty are explicitly modeled, expectations are rational, private gains from trade are exploited and the actions taken by all agents are mutually consistent. A number of alternative wage determination mechanisms are explored, including the frequently studied non-cooperative wage bargaining and wage posting by firms. We use the framework to study the influence of alternative labor market institutions and policies on wages and unemployment.

Abstract: Since the early 1980s, the econometric analysis of duration variables has become widespread. This chapter provides an overview of duration analysis, with an emphasis on the specification and identification of duration models, and with special attention to models for multiple durations. Most of the chapter deals with so-called reduced-form duration models, notably the popular Mixed Proportional Hazard (MPH) model and its multivariate extensions. The MPH model is often used to describe the relation between the empirical exit rate and “background variables” in a concise way. However, since the applications usually interpret the results in terms of some economic-theoretical model, we examine to what extent the deep structural parameters of some important theoretical models can be related to reduced-form parameters. We subsequently examine the specification and identification of the MPH model in great detail, we provide intuition on what drives identification, and we infer to what extent biases may occur because of misspecifications. This examination is carried out separately for the case of single-spell data and the case of multi-spell data. We also compare different functional forms for the unobserved heterogeneity distribution. Next, we examine models for multiple durations. In the applied econometric literature on the estimation of multiple-duration models, the range of different models is actually not very large. Typically, the models allow for dependence between the duration variables by way of their unobserved determinants, with each single duration following its own MPH model. In addition to this, the model may allow for an interesting “causal” effect of one duration on the other, as motivated by an underlying economic theory. For all these models we examine the conditions for identification. Some of these are intimately linked to particular estimation strategies. The multiple-duration model where the marginal duration distributions each satisfy an MPH specification, and the durations can only be dependent by way of their unobserved determinants, is called the Multivariate Mixed Proportional Hazard (MMPH) model. For this model, we address the issue of the dimensionality of the heterogeneity distribution and we compare the flexibility of different parametric heterogeneity distributions. On a number of occasions, we incorporate recent insights from the biostatistical literature on duration analysis, and we contrast points of view in this literature to those in the econometric literature. Finally, throughout the chapter, we discuss the importance of the possible collection of additional data.
