Capitals and Capabilities: A Framework for Analyzing Peasant Viability, Rural Livelihoods and Poverty

The term "access" is frequently used by property and natural resource analysts without adequate definition. In this paper we develop a concept of access and examine a broad set of factors that differentiate access from property. We define access as "the ability to derive benefits from things," broadening from property's clas- sical definition as "the right to benefit from things." Access, following this definition, is more akin to "a bundle of powers" than to property's notion of a "bundle of rights." This formulation includes a wider range of social relationships that constrain or enable benefits from resource use than property relations alone. Using this fram- ing, we suggest a method of access analysis for identifying the constellations of means, relations, and processes that enable various actors to derive benefits from re- sources. Our intent is to enable scholars, planners, and policy makers to empirically "map" dynamic processes and relationships of access.

Sustainable development: a critical review

The concept of resilience in ecology has been expanded into a framework to analyse human-environment dynamics. The extension of resilience notions to society has important limits, particularly its conceptualization of social change. The paper argues that this stems from the lack of attention to normative and epistemological issues underlying the notion of ‘social resilience’. We suggest that critically examining the role of knowledge at the intersections between social and environmental dynamics helps to address normative questions and to capture how power and competing value systems are not external to, but rather integral to the development and functioning of SES.

Resilience thinking meets social theory: Situating social change in socio-ecological systems (SES) research

Action to conserve biodiversity, particularly through the creation of protected areas (PAs), is inherently political. Political ecology is a field of study that embraces the interactions between the way nature is understood and the politics and impacts of environmental action. This paper explores the political ecology of conservation, particularly the establishment of PAs. It dis- cusses the implications of the idea of pristine nature, the social impacts of and the politics of PA establishment and the way the benefits and costs of PAs are allocated. It considers three key political issues in contemporary international conservation policy: the rights of indigenous people, the relationship between biodiversity conservation and the reduction of poverty, and the arguments of those advocating a return to conventional PAs that exclude people.
