TL;DR: The authors examines the framework for prison accountability in England and Wales, the Republic of Ireland and Scotland and argues that not only should the primary bodies involved in prison accountability be independent and robust, for prisoners to experience these bodies as legitimate, transformational changes in penal culture and internal prison power dynamics must be addressed.
Abstract: This article examines the framework for prison accountability in England and Wales, the Republic of Ireland and Scotland. Despite variations in both policy and practice between the three jurisdictions, what is striking are the similarities in their shortcomings. These deficiencies, whether based on real or perceived grievances, potentially undermine efforts to call prison governance to account. The article argues that not only should the primary bodies involved in prison accountability be independent and robust, for prisoners to experience these bodies as legitimate, transformational changes in penal culture and internal prison power dynamics must be addressed.

TL;DR: In this paper, it is argued that successful reform will not occur unless three distinct perspectives on administrative justice are incorporated into the proposal to form a single public services ombudsman for England.
Abstract: This article explores the question of how to integrate the ombudsman community in England, a proposal for which there is much support but less agreement on the way forward. It is argued that, in the long-term, successful reform will not occur unless three distinct perspectives on administrative justice are incorporated into the proposal to form a single public services ombudsman for England. This approach points to a set of strong principles that should direct redesign of the ombudsman sector in England in order to establish an institution capable of responding to current and future demands.

TL;DR: In this paper, the growing role for ombudsman schemes in the UK administrative justice system following the Government reforms post 2010 is analysed. But the ombudsman sector needs to guard against complacency, as the demands, expectations and publicity placed upon it are all likely to increase.
Abstract: This article analyses the growing role for ombudsman schemes in the UK administrative justice system following the Government reforms post 2010. It argues that the ombudsman institution is perhaps the one example of an administrative justice body that looks set to emerge stronger over the period. But the ombudsman sector needs to guard against complacency, as the demands, expectations and publicity placed upon it are all likely to increase.
