The need for this study was rooted on the worrisome state of Agri-SMEs which has not responded positively despite government programmes, incentives and supportive services of research and extension. Bende agricultural zone of Abia state which has 12 local government areas in it was purposively chosen because of the presence of the State ADP,
Ministry of Agriculture, National Root Crops Research Institute and University of Agriculture in it. Through random sampling, three Local Government Areas (L.G.As) comprising of Ikwuano, Umuahia North and South Local Government Areas were selected. Also, following a random sampling process, forty (40) agri-SMEs operators involved in piggery management were studied. They were selected from sampling frame of piggery operators provided by Local Government Area officials. The
results presented in rank order of influence indicated that level of education and distance of operators to research and extension service centres were first and second factors hindering access to research and extension services in the area. Also, major factors affecting the output of operators included the education level, total cost of production and
access to research and extension services. Therefore, policy
considerations by the government should be directed towards achieving the universal basic education, bringing research and extension services sub-centres closer to the people and reducing total cost of production of agri-SME operators will immensely contribute to enhancement of output
realization of piggery operators.

Police patrol deployment in small urban centers : an application of integrated management decision-making

That values are at the core of public administration is a notion that has gained popularity and credibility in recent years. From this perspective, public administrators have become inextricably involved in both adjusting to and promoting institutionalized values. Certain values shaping public organizations may, however, be distinctive in quality and magnitude from those of private organizations. Our purpose in this essay is to suggest criteria for identifying the distinctive values of public organizations, to propose and define three such values, to briefly examine the dynamics of change engendered by value conflicts and dilemmas, and to speculate on the theoretical and practical implications of our proposed values framework. In the process an inchoate perspective is outlined in which values occupy the centerpiece of inquiry in public administration.

Public organizations: A value-conflict view

Data analysis is important in many domains, including technology, financial, economic, commercial, government, administrative, and others. The effective interpretation of the data offers a substantial advantage in decision-making in public and private organizations. Recently, the massive use of new technologies such as the internet and social networks produce a large daily amount of data (Big Data) that organizations have to deal. For instance, social networks have been scenarios for dialogue and confrontation between citizens and the government, with active discussions on current issues and government actions. In this State-of-the-Art, we review the use of Big Data in private and government organizations. Our review considers the impact of new technologies in the financial and administrative fields. We discuss various useful uses and aspects focused on the Big Data value chain.

The Relationship Between Leader Behavior and Teacher Morale in Uncertain Times (February 1984) Paul 0. Mengel, B.S.E., Westfield State College M.Ed., Westfield State College, Ed.D., University of Massachusetts Directed by: Professor William Lauroesch The purpose of this study was to investigate the relationship be¬ tween the leader behavior of elementary school principals and the morale of teachers within their buildings during times of uncertainty. A three-part questionnaire consisting of a demographic survey, the Pur¬ due Teacher Opinionaire, and the Leader Behavior Description Question¬ naire was employed for data collection. Consistent with earlier re¬ search, this study found that the leader behavior of principals contin¬ ues to be an influential element in teacher morale. What is most striking about the present study, however, is the finding of signifi¬ cantly low morale across the entire sample. One can only speculate that the causes of such a phenomenon are linked to the uncertain environ¬ mental factors affecting all teachers. The combined influence of Propo¬ sition 2h, criticism of public education and public school teachers, working with no contract, and yearly termination notices appear to have taken their toll. Although the leadership behavior of principals has been shown to be an important factor in teacher morale, it is not by itself sufficiently influential to offset the deleterious effects of a troubled and uncertain environment. vi
