Abstract: English-Only Europe? explores the role of languages in the process of European integration. Languages are central to the development of an integrated Europe. The way in which the European Union deals with multilingualism has serious implications for both individual member countries and international relations. In this book, Robert Phillipson considers whether the contemporary expansion of English represents a serious threat to other European languages. After exploring the implications of current policies, Phillipson argues the case for more active language policies to safeguard a multilingual Europe. Drawing on examples of countries with explicit language policies such as Canada and South Africa, the book sets out Phillipson's vision of an inclusive language policy for Europe, and describes how it can be attained.

Abstract: Only a few hundred of the world's 6,000-7,000 languages have any kind of official status, and it is only speakers of official languages (speakers of dominant majority languages) who enjoy all linguistic human rights. As many of the collected papers in this book document, most linguistic minorities are deprived of these rights. This book describes what linguistic human rights are, who has and who does not have them and why, and suggests which linguistic rights should be regarded as basic human rights. Linguistic Human Rights introduces a new area, combining sociolinguistics, educational, and minority concerns with human rights. Discrimination against language minorities is widespread, despite national and international law prohibiting this. The book analyzes language rights in many countries worldwide, including North and Latin America, several European states, the former USSR, India, Kurdistan, Australia and New Zealand.

Abstract: The multilingualisms of the United Nations, the European Union, and postcommunist Europe are very different phenomena. English plays a key role in each and is being actively promoted. The language map of Europe and linguistic hierarchies are evolving and are in need of scrutiny so that research and policy in Europe can benefit from insights that come from theoretically informed study of language planning, policy, and legislation. Overall there seem to be two language policy options, a diffusion-of-English paradigm and an ecology-of-language paradigm. The first is characterized by triumphant capitalism, its science and technology, and a monolingual view of modernization and internationalization. The ecology-of-language paradigm involves building on linguistic diversity worldwide, promoting multilingualism and foreign language learning, and granting linguistic human rights to speakers of all languages. This article explores the assumptions of both paradigms and urges English language teaching professionals to support the latter.

Abstract: The article explores the transition from the linguistic imperialism of the colonial and postcolonial ages to the increasingly dominant role of English as a neoimperial language. It analyzes ‘global’ English as a key dimension of the U.S. empire. U.S. expansionism is a fundamental principle of the foreign policy of the United States that can be traced back over two centuries. Linguistic imperialism and neoimperialism are exemplified at the micro and macro levels, and some key defining traits explored, as are cultural and institutional links between the United Kingdom and the United States, and the role of foundations in promoting ‘world’ English. Whereas many parts of the world have experienced a longstanding engagement with English, the use of English in continental Europe has expanded markedly in recent years, as a result of many strands of globalization and European integration. Some ongoing tensions in language policy in Europe, and symptoms of complicity in accepting linguistic hegemony, are explored....

Abstract: All these premises having, as I think, been clearly made out, it is impossible that the rulers now on earth should make any benefit, or derive any the least shadow of authority from that, which is held to be the fountain of all power, Adam's private dominion and paternal jurisdiction; so that he that will not give just occasion to think that all government in the world is the product only of force and violence, and that men live together by no other rules but that of beasts, where the strongest carries it, and so lay a foundation for perpetual disorder and mischief, tumult, sedition and rebellion, (things that the followers of that hypothesis so loudly cry out against) must of necessity find out another rise of government, another original of political power, and another way of designing and knowing the persons that have it, than what Sir Robert Filmer hath taught us.

Abstract: From a world history perspective, the most noticeable trend in the history of the late 19th century was the domination of Europeans over Non­Europeans. This domination took many forms ranging from economic penetration to outright annexation. No area of the globe, however remote from Europe, was free of European merchants, adventurers, explorers or western missionaries. Was colonialism good for either the imperialist or the peoples of the globe who found themselves subjects of one empire or another? A few decades ago, the answer would have been a resounding no. Now, in the wake of the collapse of the Soviet Union, the more or less widespread discrediting of Marxist and Leninist analysis, and the end of the Cold War, political scientists and historians seem willing to take a more positive look at Nineteenth Century Imperialism. One noted current historian, Niall Ferguson has argued that the British Empire probably accomplished more positive good for the world than the last generation of historians, poisoned by Marxism, could or would concede. Ferguson has argued that the British Empire was a \" liberal \" empire that upheld international law, kept the seas open and free, and ultimately benefited everyone by ensuring the free flow of trade. In other words, Ferguson would find little reason to contradict the young Winston Churchill's assertion that the aim of British imperialism was to: give peace to warring tribes, to administer justice where all was violence, to strike the chains off the slave, to draw the richness from the soil, to place the earliest seeds of commerce and learning, to increase in whole peoples their capacities for pleasure and diminish their chances of pain. It should come as no surprise that Ferguson regards the United States current position in the world as the natural successor to the British Empire and that the greatest danger the U.S. represents is that the world will not get enough American Imperialism because U.S. leaders often have short attention spans and tend to pull back troops when intervention becomes unpopular. It will be very interesting to check back into the debate on Imperialism about ten years from now and see how Niall Ferguson's point of view has fared! The other great school of thought about Imperialism is, of course, Marxist. For example, Marxist historians like E.J.
