The Intimate Enemy: Loss and Recovery of Self Under Colonialism

Since 2004, South Africa has experienced a movement of local protests amounting to a rebellion of the poor. This has been widespread and intense, reaching insurrectionary proportions in some cases. On the surface, the protests have been about service delivery and against uncaring, self-serving, and corrupt leaders of municipalities. A key feature has been mass participation by a new generation of fighters, especially unemployed youth but also school students. Many issues that underpinned the ascendency of Jacob Zuma also fuel the present action, including a sense of injustice arising from the realities of persistent inequality. While the inter-connections between the local protests, and between the local protests and militant action involving other elements of civil society, are limited, it is suggested that this is likely to change. The analysis presented here draws on rapid-response research conducted by the author and his colleagues in five of the so-called ‘hot spots’.

Since 1994, the black majority African National Congress (ANC) government has pursued several important goals at the same time, sometimes emphasising equity and redistribution of wealth, and sometimes advocating rapid economic growth and corporate investment. These goals have been difficult to reconcile with each other. They have led the government to fluctuate in its black economic empowerment (BEE) policies, shifting between a moderate and radical redistribution of assets. Generally, however, the government has been cautious in implementing BEE, provoking a controversy around it, partly because it has benefited mainly politically-connected individuals rather than the mass of the previously disadvantaged, and partly because South Africa's corporate sector continues to be dominated – managed and owned – by the minority whites. The post-election crisis of January 2008 brought Kenya close to collapse and the status of a failed state. Following the abrupt proclamation of Mwai Kibaki, the incumbent president, as victor in a highly contentious presidential election, peace was disrupted by severe ethnic violence between supporters of the opposition Orange Democratic Movement (ODM) and the Party of National Unity (PNU). This saw up to 2,000 people killed and as many as 300,000 displaced from their homes. This analysis locates the origin of the crisis in, variously, a background of population growth and extensive poverty; and ethnic disputes relating to land going back to colonial times (notably between Kalenjin and Kikuyu in the Rift Valley).
