TL;DR: In this paper, a case study concerning information monitoring on health resources is presented using information design process to outline weak signals in economic intelligence (EI) and the processes used cover the development of knowledge management process in the context of the EI.
Abstract: -- The topics of this research cover all phases of the "Information Design" applied to detect and take profit on weak signals in economic intelligence (EI) (or BI: business intelligence). The field of the information design (ID) applies the process of translating complex, unorganized or unstructured data into valuable and meaningful information. The ID's practice requires an interdisciplinary approach which combines skills in graphic design - writing, analysis processing and editing - , human performance technology and human factors. Applied in the context of information system, it allows to end-users to easily detect implicit topics well known as "weak signals" (WS). In our approach to implement the ID, the processes used cover the development of knowledge management (KM) process in the context of the EI. A case study concerning information monitoring on health resources is presented using ID process to outline weak signals. French and American bibliographic database corpora are applied to make the connection to multilingual concepts in health watch process.

Abstract: The conference “SIIE” aims to develop the dialogue between experts and researchers from public and private sectors, to acquire basic and experimental on Information Systems (IS) and Economic Intelligence (EI) (or Competitive Intelligence in English acceptance and terminology). This promotes, in a risk environment, technologies related to economic intelligence. The dynamic of EI depends on the control of knowledge and requires competences to design the best strategies and ensure that decision-­makers take the right decisions. The international conference SIIE will be held in its seventh (7th.) edition in Marrakech in April 2017, after the six successful editions. This edition is organized by CIEMS and IEEE Technology & Engineering Management Society (TEMS), and sponsored by the Universities of Maghreb and Europe countries. The theme of SIIE is « Trends in Technology Management and Economic Intelligence ». Since 2008, the six proceedings and editions have allowed academic researchers and economic actors to achieve completed projects. The goal of SIIE is to continue in this way by creating opportunities, ideas and innovative ways to enhance projects, and build connections between universities and industries on both sides of the Mediterranean Sea. SIIE'2017 includes keynotes, tutorials, authors’ sessions and industrial panels, animated by experts, to identify new approaches and knowledge in economic intelligence, applied research and feedback. This will allow the emergence of new clusters in competitive intelligence. Within a convivial and comfortable framework, as Morocco knows so well how to offer such a framework, the SIIE conference has always been thought to promote the weaving of trust networks between actors in academia, industry and politics, thus contributing to the training of the SIIE scientific community. The expert recommendations and advices will help the SIIE community to find solutions to their many questions and problems.

Abstract: La contribution de ce travail de these s'inscrit au sein d'un domaine multidisciplinaire regroupant le traitement automatique du langage naturel, l'indexation dans un systeme d'information documentaire et l'organisation des connaissances autour de l'information ecrite. Sa particularite consiste en la mise a disposition d'outils pour le traitement automatique de l'information. L'objectif est de construire une Plate-forme d'analyse morpho-syntaxique pour l'indexation automatique et la recherche d'information. Elle est composee d'un noyau d'indexation automatique (processus d'indexation) qui utilise le modele des syntagmes nominaux comme descripteurs de l'information textuelle. Ces syntagmes sont organises selon une approche Logique Intensionnelle/Extensionnelle (processus de classification des connaissances) qui permet d'ordonner les objets d'une classe et de distinguer les classes de connaissances. A la base de cette derniere propriete, nous construisons notre approche pour la recherche d'information (processus de recherche d'information). Cette Plate-forme d'analyse dans sa logique de fonctionnement sera un outil d'investigation oriente vers l'organisation et la gestion des connaissances ecrites. Dans notre recherche, cet aspect sur l'organisation des connaissances a ete conduit dans le but de faire emerger les proprietes linguistiques et le traitement du langage dans une pratique experimentale sur l'indexation automatique documentaire. Nous avons montre la necessite de coordonner d'autres sources et strategies dans l'exploration de ces proprietes. Il s'agit du mode de raisonnement et de la technique d'exploitation des objets du discours specifiques a la gestion des connaissances (comme etape prealable a la recherche d'information). Ces deux derniers aspects (mode et technique) integres dans le processus de la presentation et de l'organisation du syntagme nominal offrent des scenarii pertinents pour la recherche d'informations.

Abstract: Information retrieval (IR) is a user approach to obtain relevant information which meets needs with the help of a IR system (IRS). However, the IRS shows certain differences between user relevance and system relevance. These gaps are essentially related to the imperfection of the indexing process (as approach related to the IR), to problems related to the misunderstanding of the natural language and the non correspondence between the real needs of the user and the results of his query. As idea is to think about an ?intellectual? indexing that takes into account the point of view of the user. By consulting the document, user can build information as added-value on the existing content: new information which grows contents and allows the semantic visibility or facilitates the reading by the annotations, by links to other content, by new descriptors, specific new abstracts of users: it is the reindexing of the contents by the contribution or the vote of the uses

Abstract: How has Japan become a major economic power, a world leader in the automotive and electronics industries? What is the secret of their success? The consensus has been that, though the Japanese are not particularly innovative, they are exceptionally skilful at imitation, at improving products that already exist. But now two leading Japanese business experts, Ikujiro Nonaka and Hiro Takeuchi, turn this conventional wisdom on its head: Japanese firms are successful, they contend, precisely because they are innovative, because they create new knowledge and use it to produce successful products and technologies. According to Polanyi not only is this a radical and important error, but it is harmful to the objectives of science itself. Another subtitle could be Farewell to Detachment , for in place of cold objectivity he develops the idea that science is necessarily intensely personal.
