Abstract: This study aims to determine the perception of taxpayers on tax evasion that is influenced by internal factors and external factors of taxpayers. As the locus of control theory that a person's actions are influenced by internal factors of the person himself and external factors around the person. Tax evasion is known as a factor causing the non-achievement of state revenue from taxes so far. The MSME was used as a respondent in this study because of its large number in Indonesia and grow the country's economy. The results found that ethics and understanding of taxation as internal factors have an influence on tax evasion, as well as tax justice as an external factor also has an influence on tax evasion. From a comparative analysis, internal factors have a stronger influence than external factors. This result can be used by the Directorate General of Taxes in minimizing tax evasion by fostering individual enthusiasm in complying with tax regulations.

Abstract: HIV-AIDS epidemic in Indonesia growsfastly and spread out to all over provinces in Indonesia, especially among some high risk populations such as commercial sex workers and injecting drug users (IDUs). In 200 /the accumulative HIV-AIDS cases in Indonesia was 2575, then increased to 6789 in Maret 2005 and reached the number of I 8963 in June 2008. The number is assumed to be much higher that the official reported cases as the existence of iceberg phenomenon. This paper aimed at presenting the spread of HIV-AIDS cases in Indonesia from socio-demographic point of views. The data used for this paper was mainly taken from the result of literature review as well as our research conducted in Surabaya and Bali in /999 and from our recent study conducted in Batam and Sanggau in 2006 and 2007. Data collection was done by the use of indepth interviews, focus group discussion and field observation. The study shows that HIV-AIDS cases have steady increased among particular groups, such as women and those in the age group of /5-39 years. The highest number of AIDS cases was found among people at the 15-19 years age group. The increased cases were mainly due to the high-risk behaviour that exposed to the spread of HIV-AIDS such as the use of unsafe injecting drug and sexual practices. This study recommends that HIV-AJDS problem has to be overcome immediately and pay special attention to the most affected age groups for targeting as well as introducing type of interventions. Abstract: e"> ABSTRAK Tujuan penelitian: melakukan pemberdayaan fungsi kepala ruangan dalam implementasi jadwal dinas berbasis kompetensi di rumah sakit umum vertikal kelas A yang menjadi rumah sakit pusat rujukan nasional. Metode: pendekatan pilot studi yang dilaksanakan dari analisis situasi, pembuatan plan of action , implementasi, evaluasi dan analisis gap menggunakan literatur review . Pilot studi dilakukan selama ± 7 minggu kepada 43 perawat dan 16 kepala ruangan sebagai responden. Analisis situasi dilakukan dengan menggunakan diagram fi sh bone. Hasil: Masalah utama ialah belum optimalnya pelaksanaan jadwal dinas berbasis kompetensi. Implementasi yang dilakukan ialah brainstorming kepada kepala ruangan tentang pentingnya kompetensi dalam pelaksanaan jadwal dinas dan melakukan uji coba jadwal dinas berbasis kompetensi. Hasil uji coba didapatkan bahwa 100% kepala ruangan merasa jadwal dinas berbasis kompetensi lebih efektif. Hasil kuesioner menunjukkan adanya peningkatan pengetahuan kepala ruangan tentang pentingnya kompetensi dalam penjadwalan perawat menjadi 8,6 dan rata-rata penilaian diri ( self asessment ) dari kepala ruangan tentang evaluasi pembuatan jadwal dinas berbasis kompetensi sebesar 7,88 dari 10 poin. Pelaksanaan penjadwalan berbasis kompetensi mendapat hambatan berupa kurangnya jumlah tenaga perawat, karakteristik perawat, dan pemerataaan kompetensi. Simpulan: pemberdayaan fungsi kepala ruangan dalam implementasi jadwal dinas berbasis kompetensi lebih efektif dan memudahkan pekerjaan kepala ruangan dalam pengaturan jadwal dinas. Peran kepala ruangan sangat penting dalam pembuatan jadwal dinas berbasis kompetensi. Peran kepala bidang keperawatan sangat membantu sistem jadwal dinas dengan membuat kebijakan yang tepat dan sejalan dengan misi pelayanan keperawatan untuk memberikan pelayanan berkualitas dan aman. Kata Kunci: jadwal dinas, kompetensi, perawat. OPTIMIZATION THE FUNCTION OF THE HEAD NURSE IN DETERMINING COMPETENCEBASED NURSE SERVICE SCHEDULE: A PILOT STUDY ABSTRACT Objective : To empower the function of head nurse in implementing competence-based nurse service schedule in grade A hospital which serves as a national referral hospital. Methods : This study employed a pilot study approach that was performed in situation analysis, making of Plan of Action, implementation, evaluation and gap analysis using literature review. The pilot study was conducted for approximately 7 weeks to 43 nurses and 16 head nurses as respondents. The situation analysis was performed using fi shbone diagram. Results : The main problem was unoptimal implementation of competence-based nurse service schedule. The implementation done was brainstorming to the head nurses about importance of competence in the implementation of service schedule and conducting trial of the competence-based nurse service schedule. The trial results indicated that 100% of the head nurses thought that the competence-based nurse service schedule was more effective. The questionnaire results indicated increased head nurses’ knowledge of the importance of competence in nurse scheduling by 8.6, and average self-assessment of the head nurses on the evaluation of competency-based nurse service scheduling by 7.88 out of 10 points. The implementation of competence-based scheduling was obstructed by lack of the number of nurses, characteristics of nurses and even distribution of competence. Conclusion: The empowerment of the function of head nurses in the implementation of competence-based nurse service schedule was more effectively and could facilitate the work of head nurses in managing the service schedule. The role of head nurses was very important in competence-based nursing service scheduling. The role of head nurses was useful in nurse service schedule system by making appropriate policy and was in line with the mission of nursing care in providing quality and safe service. Abstract: Policy on reproductive health is one of the essential determinant to address the goals of population and health development in Indonesia. Maternal Mortality Ratio (MMR), teenage marriage, and Total Fertility Rate (TFR) are among the indicators that show the important role of reproductive health policy. This article discusses the progress of reproductive health policy implementation in Indonesia and its implication to early marriage, TFR, and MMR. Data used in this paper are mainly derived through desk studies from previous research conducted by the Research Center for Population – Indonesian Institute of Sciences. The studies consist of reproductive health policy and regional autonomy (2000-2005), BKKBN’s decentralization (2005), HIV/AIDS in border areas (2006-2009), and the implementation of integrated reproductive health services in primary health care (2007). Desk reviews are also used to analyze current studies from LIPI that are related to these issues. LIPI’s [AD1] studies showed that there is a gap between the implementation of reproductive health policy at the global and national level with the district level. The implementation of reproductive health services are not yet integrated as it is less popular than adolescent reproductive health policy. Policy priorities for relevant stakeholders have not been implemented synergically. The implementation of decentralization policy in early 2000’s created various commitments from the local government in prioritizing reproductive health programs. BKKBN’s decentralization, for example, has affected not only the structure of its institution at district level, but also the function of the family planning facilitator at village level. Meanwhile, pilot project implementation on the integrated essential reproductive health services in primary health cares that has significant contribution also faced uncertainty in terms of its continuation. Hence, this article suggests the importance of synergizing reproductive health policy at the global, national, and district level to meet the appropriate situation and needs at the local context. Otherwise, teenage marriage, TFR, and MMR as well as other population issues will be further overlooked.

Abstract: Human Immunodeficiency Virus (HIV) merupakan penyebab penyakit Acquired Immunodeficiency Syndrome (AIDS) yang merusak kekebalan tubuh manusia. Tahun 2013 di Kalimantan Selatan terdapat 227 kasus HIV dan 134 kasus AIDS dengan kasus tertinggi di Kabupaten Tanah Bumbu yaitu kasus HIV 189 orang dan 30 kasus AIDS. Peningkatan kasus baru diproyeksikan terjadi pada populasi sopir karena termasuk mobile men with money and migrant. Tujuan penelitian untuk mengetahui hubungan pengetahuan dan sikap dengan upaya pencegahan HIV/AIDS pada ibu rumah tangga dengan suami pekerja sopir bus antar kota terhadap upaya pencegahan HIV/AIDS. Penelitian dilakukan pada tahun 2014 dengan rancangan penelitian secara cross sectional. Sampel ibu rumah tangga sebanyak 40 orang secara accidental. Analisis data dengan uji chi-square. Analisis univariat didapatkan hasil tingkat pengetahuan rendah dan tinggi seimbang sebanyak 50%, sikap kategori baik 92.5% dan upaya pencegahan rendah sebanyak 65%. Analisis bivariat didapatkan ada hubungan antara pengetahuan dengan upaya pencegahan (p=0,000, OR=35,2), dengan upaya pencegahan tidak ada hubungan (p=0,539). HIV is the cause of AIDS damage the human immune system. In South Kalimantan (2013) was as much as 227 HIV cases and 134 AIDS cases and the highest case in Tanah Bumbu with the number of HIV cases as many as 189 people and 30 cases of AIDS. The increase in new cases of HIV/AIDS is projected to occur in the population of driver because including as a mobile men worker with money and migrants. This research was especially against his wife to understand about the relationship between knowledge and attitudes towards the prevention of HIV/AIDS on the housewife who has husband as inter-city bus driver towards the prevention of HIV/AIDS in Tanah Bumbu in 2014. This study conducted at 2014 and used cross sectional design with a sample of housewives as many as 40 people were taken by accidental means. Analyzed using chi-square test. Univariate analysis showed that who had a husband as a driver has a low and a high level of knowledge in balance with each as much as 50%, good attitude category was 92.5% and prevention was low, as much as 65%, while for the bivariate analysis showed that there was a relationship between knowledge and prevention (p-value = 0.000: OR = 35.2), while for variables with prevention efforts there was no relation (p-value = 0.539).

Abstract: Abstrak: Data terkini tentang total infeksi HIV/AIDS di Nusantara sampai dengan bulan Juni 2019 tercatat sebanyak 349.882 (Kemenkes RI) dan sebagian besar kasus terjadi pada range usia 25-49 tahun (sebesar 71,1%), kemudian diikuti oleh range usia 20-24 tahun (sebesar 14,4%) dan range usia ≥ 50 tahun (sebesar 9%). Penelitian Kementrian Kesehatan Republik Indonesia melaporkan minimnya pemahaman tentang bahaya penyakit HIV/AIDS pada kalangan remaja, yang hanya 11,4 persen menyebabkan semakin bertambahnya orang yang terinfeksi. Tujuan pengembangan multimedia penyuluhan bahaya penyakit HIV/AIDS adalah menghasilkan aplikasi interaktif yang efektif, mudah digunakan dan bermanfaat. Penulis memakai metode riset dan pengembagan ( Research and Development Method ). Pada proses uji awal ( pretest ) nilai rata-rata keseluruhan responden yang hanya mendapat nilai 69,3. Sedangkan saat pengujian aplikasi ( posttest ), nilai rerata yang diperoleh sebesar 87,1 dari seluruh responden. Dalam pengujian aplikasi, terdapat peningkatan nilai yang signifikan, sehingga disimpulkan aplikasi ini sangat efektif dan tepat di berikan pada mahasiswa dengan rentang usia 20-25 tahun. Abstract: The latest data on total HIV / AIDS infections in the archipelago as of June 2019 was recorded at 349,882 (Ministry of Health of the Republic of Indonesia) and most cases occurred in the age range of 25-49 years (by 71.1%), then followed by the age range of 20-24 years (14.4%) and age range ≥ 50 years (9%). Research from the Ministry of Health of the Republic of Indonesia reported a lack of understanding of the dangers of HIV / AIDS among adolescents, of which only 11.4 percent caused an increase in infected people. The aim of developing multimedia education on the dangers of HIV / AIDS is to produce interactive applications that are effective, easy to use and useful. The author uses research and development methods (Research and Development Method). In the initial test process (pretest) the average value of all respondents who only got a value of 69.3. Whereas when testing the application (posttest), the average value obtained was 87.1 of all respondents. In application testing, there was a significant increase in grades, so it was concluded that this application was very effective and appropriate given to students with an age range of 20-25 years.

Abstract: Human Immunodeficiency Virus (HIV) is a virus that infects a human immune system. HIV route of transmission is similar to Hepatitis B Virus (HBV), which is a virus that causes cirrhosis and liver cancer. Infection of HIV and HBV still remain a health problem in Indonesia. In Cimahi City, the number of HIV case is increasing, including in teenagers. Therefore, this study aims to determine HIV and HBV prevalence among teenager aged 15-19 years old who live in sub-district South Cimahi. The sample used is from adolescents aged 15-19 years who live in District Cimahi South. Venipuncture is done only on respondents who have filled informed consent and questionnaire. Laboratory testing conducted consisted of anti-HIV and HBsAg testing using immunochromatography. Data obtained from laboratory testing is analyzed using a logistic regression method. Of 100 adolescence, one person is found infected with HIV and two are infected with HBV. Based on statistical data, age; education; and frequent changes in sexual partners, significantly influence the HIV prevalence (p <0.05). In HBV, factors that significantly influence prevalence are: age, education, piercing, and vaccination (p <0.05). From all the results it can be concluded that HIV and HBV case among adolescents aged 15-19 years found in sub-district of South Cimahi has the prevalence of 1% for HIV and 2% for HBV.
