This handbook looks to provide academics and students with a comprehensive and holistic understanding of the phenomenon of innovation. Innovation spans a number of fields within the social sciences and humanities: Management, Economics, Geography, Sociology, Politics, Psychology, and History. Consequently, the rapidly increasing body of literature on innovation is characterized by a multitude of perspectives based on, or cutting across, existing disciplines and specializations. Scholars of innovation can come from such diverse starting points that much of this literature can be missed, and so constructive dialogues missed. The editors of The Oxford Handbook of Innovation have carefully selected and designed twenty-one contributions from leading academic experts within their particular field, each focusing on a specific aspect of innovation. These have been organized into four main sections, the first of which looks at the creation of innovations, with particular focus on firms and networks. Section Two provides an account of the wider systematic setting influencing innovation and the role of institutions and organizations in this context. Section Three explores some of the diversity in the working of innovation over time and across different sectors of the economy, and Section Four focuses on the consequences of innovation with respect to economic growth, international competitiveness, and employment. An introductory overview, concluding remarks, and guide to further reading for each chapter, make this handbook a key introduction and vital reference work for researchers, academics, and advanced students of innovation. Functions of innovation systems: A new approach for analysing technological change

Starting from the co-evolutionary development of innovation practice, theory and policy, five functions are identified that play a crucial role in the management of present-day innovation processes: (1) management of interfaces, (2) (de-)construction and organising (innovation) systems, (3) providing a platform for learning and experimenting, (4) providing an infrastructure for strategic intelligence and (5) stimulating demand articulation, strategy and vision development. From a first analysis of innovation policy instrument portfolios, it is concluded that the already existing instruments only cover a small part of the five "systemic" functions. Furthermore it is concluded that the portfolios are heavily dominated by financial instruments. It is argued that the development of a (relatively) new type of instrument, the systemic instruments, should be furthered in order to tune the instrument portfolio better to the needs of actors involved in innovation processes. In order to obtain a better insight into the characteristics of systemic instruments, their success and fail factors, and into strategies for their further development, effectiveness and use, an analysis of four systemic instruments avant la letter is presented. From this analysis, conclusions concerning the need for and best practice of systemic instruments are drawn, suggestions for policy are derived and questions for further research are proposed.

Future governance of innovation policy in Europe — three scenarios

The paper explores transformative ways to address Grand Challenges, while locating them in a broader diagnosis of ongoing changes. Coping with Grand Challenges is a challenge in its own right, for policy as well as for science, technology, and innovation actors. The paper presents building blocks for a next generation of innovation policies, and it discusses the opportunities offered by new constellations of actors and their concertation. Future innovation policy designs can build on ‘creative corporatism’, a concept in which governments (or related international alliances) can adopt the crucial role of facilitating broader, more diverse ‘varieties of cooperation’ in advanced capitalist economies.
