The present historical moment may seem a particularly inopportune time to review Bowling Alone, Robert Putnam's latest exploration of civic decline in America. After all, the outpouring of volunteerism, solidarity, patriotism, and self-sacrifice displayed by Americans in the wake of the September 11 terrorist attacks appears to fly in the face of Putnam's central argument: that \"social capital\" -defined as \"social networks and the norms of reciprocity and trustworthiness that arise from them\" (p. 19)'has declined to dangerously low levels in America over the last three decades. However, Putnam is not fazed in the least by the recent effusion of solidarity. Quite the contrary, he sees in it the potential to \"reverse what has been a 30to 40-year steady decline in most measures of connectedness or community.\"' As an example of how the current \"war on terrorism\" could generate a durable civic renewal, Putnam points to the burst in civic practices that occurred during and after World War II, which he says \"permanently marked\" the generation that lived through it and had a \"terrific effect on American public life over the last half-century.\" 3 If Americans can follow this example and channel their current civic

The End of History and the Last Man

A ‘Babylonian’ variety of policy network concepts and applications can be found in the literature. Neither is there a common understanding of what policy networks actually are, nor has it been agreed whether policy networks constitute a mere metaphor, a method, an analytical tool or a proper theory. The aim of this article is to review the state of the art in the field of policy networks. Special attention is given to the German conception of policy networks which is different from the one predominant in the Anglo-Saxon literature. While British and American scholars usually conceive policy networks as a model of state/society relations in a given issue area, German works tend to treat policy networks as an alternative form of governance to hierarchy and market. It is argued that this conception of policy networks goes beyond serving as a mere analytical tool box for studying public policy-making. Yet, both the German and the Anglo-Saxon conception of policy networks face a common challenge: first, it still remains to be systematically shown that policy networks do not only exist but are really relevant to policy-making, and second, the problem of the ambiguity of policy networks has to be tackled, as policy networks can both enhance and reduce the efficiency and legitimacy of policy-making.

Conceptualizing the Domestic Impact of Europe

In this article we explore how much state is necessary to make governance work. We begin by clarifying concepts of governance and the “shadow of hierarchy” and we follow this clarification with a brief overview of empirical findings on governance research in developed countries. We then discuss the dilemmas for governance in areas of limited statehood, where political institutions are too weak to hierarchically adopt and enforce collectively binding rules. While prospects for effective policymaking appear to be rather bleak in these areas, we argue that governance research has consistently overlooked the existence of functional equivalents to the shadow of hierarchy. We assert that governance with(out) government can work even in the absence of a strong shadow of hierarchy, we identify functional equivalents to the shadow of hierarchy, and we discuss to what extent they can help overcome issues of legitimacy and effectiveness in areas of limited statehood.

Europeanization is a two-way process, which involves the evolution of European institutions that impact on political structures and processes of the Member States. This article develops an approach to link conceptually the two dimensions of Europeanization by focusing on the ways in which Member State governments both shape European policy outcomes and adapt to them. Member States have an incentive to "upload" their policies to the European level to minimize the costs in "downloading" them at the domestic level. But they differ in both their policy preferences and their action capacities. Accordingly, Member States have pursued different strategies in responding to Europeanization. The article draws on evidence from the field of EU environmental policy-making to illustrate when Member States are likely to engage in pace-setting, foot-dragging or fence-sitting. It concludes with some considerations on whether pace-setting, foot-dragging and fence-sitting give rise to interest coalitions, which pitch Member States of diverse levels of economic development against each other.
