Corruption and Growth

The course is focused on historical texts, most of them philosophical. Context for understanding the texts and the course of democratic development will be provided in lecture and discussions, and by some background readings (Dunn). We begin with the remarkable Athenian democracy, and its frequent enemy the Spartan oligarchy. In Athens legislation was passed directly by an assembly of all citizens, and executive officials were selected by lot rather than by competitive election. Athenian oligarchs such as Plato more admired Sparta, and their disdain for the democracy became the judgment of the ages, until well after the modern democratic revolutions. Marsilius of Padua in the early Middle Ages argued for popular sovereignty. The Italian citystates of the Middle Ages did without kings, and looked back to Rome and Greece for republican models. During the English Civil War republicans debated whether the few or the many should be full citizens of the regime. The English, French, and American revolutions struggled with justifying and establishing a representative democracy suitable for a large state, and relied on election rather than lot to select officials. The English established a constitutional monarchy, admired in Europe, and adapted by the Americans in their republican constitution. The American Revolution helped inspire the French, and the French inspired republican and democratic revolution throughout Europe during the 19 century.

The authors present the Annual Oral Cancer Campaign of Araraquara promoted by the Oral Medicine Service of the Araraquara Dental School – UNESP. This campaign is an extension activity which, since its beginning, in 1993, has been expanding.The campaign provides background for teaching and research as well as benefits to the regional community. In 1999 this activity was conducted, for the first time, in a public fair visited daily for thousands people. This opportunity, which started in 1999, promoted the expansion of benefits and contributed to legitimate the campaign as an authentic extramural extension activity.

China’s significance in international politics : Domestic and external developments and action potentials

Two issues have to be clarified to answer the question whether in China elements of a civil society are evolving (1) How to define “civil society?” and (2) What are preconditions for the emergence of a civil society under the conditions of an authoritarian entity?

Creating Civil-Society Structures Top-Down?

The ratio of employees to rooms for the industry is about 7 employees to 10 rooms (.72 employees per room). This ratio is lowest for the small establishments with 5 to 10 rooms that employ .42 persons per room, while the largest businesses with 100 rooms or more employ .85 people per room. Many medium and large lodging businesses such as hotels and country inns provide other than lodging services, such as dining and recreation, requiring additional staff.

/Zusammenfassung Das Diskussionspapier fasst die Ergebnisse eines Workshops zusammen, der den Prozess des Institutionenwandels in Ostasien zum Gegenstand hatte. Insbesondere geht es um das Zusammenspiel zwischen Bildungssystem und Arbeitsmarkten auf der einen und informellen Institutionen auf der anderen Seite. Die Grundthese der vorgelegten Beitrage ist, dass Religionen, Bildungssysteme, private und betriebliche Sozialisation informelle Institutionen pragen und so entscheidend auf Volkswirtschaften einwirken, gleichermasen aber wirtschaftliche und gesellschaftliche Institutionen auf informelle Institutionen zuruckwirken. Die Genese informeller Institutionen und deren Veranderung durch das jeweilige institutionelle Setting ist ein dynamischer Prozess, der statische Vorstellungen von Kultur als unangemessen kenntlich macht. Gleichwohl besitzen informelle wie formale Institutionen eine wichtige stabilisierende Funktion. Die Beitrage diskutieren die haufig geauserte Vermutung, dass der ostasiatische Wirtschaftsraum eine besondere systemische Geschlossenheit besitze, und zeigen dabei die Wandelbarkeit formaler und informeller Institutionen auf. The discussion paper summarizes the result of a workshop that focussed on the process of institutional change in East Asia. Particularly, the interplay between the education system and the labour market on the one side, and informal institutions on the other side was focussed on. The basic thesis of the collected papers is that informal institutions have an impact on economic and social institutions and thus on macroeconomic results. As a consequence, informal institutions have a stabilizing effect. At the same time, however, formal institutions affect the design of informal institutions. The genesis of informal institutions is thus a dynamic process. The contributions discuss the popular assumption that East Asian societies are more closed and less open than “Western” societies and present theoretical and empirical evidence on the changeability of formal and informal institutions.
