This chapter provides an overview of Analytic Hierarchy Process (AHP), which is a systematic procedure for representing the elements of any problem hierarchically. It organizes the basic rationality by breaking down a problem into its smaller constituent parts and then guides decision makers through a series of pair-wise comparison judgments to express the relative strength or intensity of impact of the elements in the hierarchy. These judgments are then translated to numbers. The AHP includes procedures and principles used to synthesize the many judgments to derive priorities among criteria and subsequently for alternative solutions. It is useful to note that the numbers thus obtained are ratio scale estimates and correspond to so-called hard numbers. Problem solving is a process of setting priorities in steps. One step decides on the most important elements of a problem, another on how best to repair, replace, test, and evaluate the elements, and another on how to implement the solution and measure performance.

Including appendixes, this book contains 894 pages of text. The entire panorama of the neural sciences is surveyed and examined, and it is comprehensive in its scope, from genomes to social behaviors. The editors explicitly state that the book is designed as "an introductory text for students of biology, behavior, and medicine," but it is hard to imagine any audience, interested in any fragment of neuroscience at any level of sophistication, that would not enjoy this book. The strategy of outsourcing functions, tasks, and activities to another company has existed for decades. Designing a Mousetrap

Over the course of both official and unofficial (Track II) negotiations, one of the most critical points of controversy has been the articulation, or lack of, regarding the desired end goal. This is true with respect to both overarching strategic negotiations and tactical implementation negotiations whose purpose was to resolve on-the-ground issues. The challenges are relevant to communicating with different audiences and publics. One of the most challenging aspects of the negotiating process—whether strategic or tactical—was recognizing the seminal importance of communication. To address this issue, this chapter is divided into the following sections: 1. Introduction; 2. National Leadership; 3. Drafters–Implementers Communication; and 4. Final Thoughts.

Strategic Communications: Communicating Internally and Externally

This book introduces a process to address the Israeli–Palestinian conflict. It does so in two ways that are different from past efforts. The first is by formally structuring the conflict, and the second is the way discussions are conducted and conclusions drawn. The effort is to create an objective, rather than subjective, model for resolving the conflict. As aspirational as that sounds, if not improbable as it may be, we believe that we have developed a workable model that is applicable to the conflict. We are confident because we have seen it in action; the model enables decision makers to engage in negotiations dramatically different from the traditional “zero-sum game” approach that has largely defined Israeli–Palestinian negotiations.

El conflicto es un estado natural de la existencia humana. Aun cuando los conflictos parecen desagradables, nunca van a desaparecer del todo debido a los distintos condicionamientos, gustos y disgustos y pertenencias de la gente. Los humanos, criaturas capaces de razonar, pueden aprender a manejar los conflictos en forma sis- temica y racional, al igual que aprenden a vivir en una sociedad civilizada con sus normas de buen comporta-miento y cortesia. La mayor dificultad en la resolucion de conflictos esta representada en la forma de negociar los intangibles: ?cuanto de esto frente a cuanto de aquello?, cuando esto y aquello carecen de mediciones.  El “proceso jerarquico analitico” es un criterio muy utilizado en la toma de decisiones, en planeamiento y, en menor medida, en la solucion de conflictos debido a la naturaleza emocional del problema. Se ha aplicado a numerosos conflictos y en realidad a pocos en la practica. Este breve comentario muestra un esbozo de ideas sobre la resolucion de conflictos con el AHP.
