Abstract: Today, information is produced increasingly in electronic form and retrieval of information is provided via web pages. As a result of the rise of the number of web pages, many of them seem to comprise similar contents but different designs. In this respect, presenting information over the web pages according to user expectations and specifications is important in terms of effective usage of information. This study provides an insight about web usability studies that are executed for measuring effectiveness of web pages in design and usage sections. It also puts emphasis on the usability study of Hacettepe University, Department of Information Management web page. Seven volunteered users are determined from different levels. Qualitative and quantitative methods were used together for usability study. This usability study consists of three stages. In the first stage, “pre-test” was implemented for determining users ’ general computer and Internet skills. In the second stage, “classical usability study” was implemented. Fourteen questions that require the usage of the web page were prepared and directed to users. Clicking number and retrieval time was recorded and think-aloud protocol was also implemented during the study. In the third stage, a final test was implemented to users in order to find out the ideas of users about Hacettepe University, Department of Information Management web page. As a result of the usability study, positive and negative features of the web page were determined by the analyses of qualitative and quantitative data. Finally the results that were elaborated from the analyses have been used for revision that will provide an effective usage of the web page.

Abstract: The relationship of student teachers’ attitudes towards disability, social inclusion and technology’s role in that process was investigated in this study. Results are situated in the context of current literature on social inclusion in the modern technological society, emphasizing people’s ability to use tech‐ nology in order to engage in meaningful social practices. The student teachers’ attitudes towards social inclusion, perceived information literacy, self-efficacy, and perceived attributes of information and communication technologies (ICT) usage were the focus of this survey study. The questionnaire was administered to 300 future teachers studying at the graduate level in Croatia’s university system (University of Zagreb and University of Split). The data collected from the repre‐ sentative sample indicated a high correlation between student teachers’ attitudes towards disability and social inclusion, the self-assessment of information literacy and perceived attributes of ICT access and usage.

Abstract: We conducted participatory design workshops at the UNHCR Za'atari refugee camp in Jordan to learn how Syrian youth help others using information and technology. We asked 144 young people to create paper prototypes of visionary devices for helping their community and analyzed the designs for themes using qualitative techniques. The 61 drawings helped provide additional context for the community's challenges, including information problems and limited access to education. Findings also showed that Syrian refugee youth play important roles in helping others. We developed and tested a youth-focused co-design approach and contributed to a greater understanding of the experiences of Syrian refugee youth. As millions of Syrians continue to be displaced, our work may have implications for helping identify the refugees' needs and inform humanitarian response.

Abstract: Since its inception, one of the primary goals of the Internet has been the open access of information and documents online. This openness aims to allow access to universal knowledge. The Open Educational Resources (OER) have promoted this goal in the context of education. The OER of higher education are supported by means of the Open Course Ware (OCW) initiative. OCW aims to provide access to the knowledge produced by universities. However, the level of access to and use of OCW do not meet expectations. For this reason, it is necessary to provide solutions to increase the accessibility and usability of OCW. As a result, this paper presents a methodology for the evaluation of the accessibility and usability of OCW sites, as well as a framework for improving their accessibility and usability. This methodology and framework have been applied to evaluate and improve the accessibility and usability of a real case study, the OCW initiative of the Universidad Tcnica Particular de Loja (UTPL). This case study has allowed us to validate the methodology and the framework in a real setting in order to determine if they were able to identify and suggest improvement for the accessibility and usability of OCW when required. Abstract: In the context of the information skills development programs that are being developed by the EU, there is an increasing interest in the acquisition and use of digital competences as an impact factor on the educational system at all its was levels. The present study aims to analyze the evolution of digital specializations generated by the digital evolution, in parallel with the development of the educational system, through a statistical analysis of the main indicators that have been reported at EU level on early education abandonment, employment rate of graduates, employment of IT specialists by gender, adult participation in gender-based learning, and other impact indicators that demonstrate the capacity of the population in the digital domain through the use of ICT solutions. The object of research were the statistical indicators reported for 2017 by Eurostat at the level of the European Union, for each member state of the union, obtaining a total of 29 statistical observations. The data were modelled through the GRETL statistical program, obtaining a model based on the smallest squares method in 2 phases. This paper shows that there is a need to assimilate the European approaches in the field of digital evolution, a necessity which varies according to the economic development of each member state, Romania being ranked in the chapter of assimilation of the objectives of the open education agenda in the second part of the European ranking, including based on the low absorption rates provided for Union programs in this area. The study theoretically proves and empirically confirms that the function obtained through modelling can be assimilated to the service demand function and can be integrated into the offer function harmonized with the information factor. This research study represents a contribution to the field of management of public utility companies and can be useful for educational institutions, students, the labour market and the general public, providing a starting point for further in-depth research in this area.
