Abstract: The influence of single-species salt solutions of various concentration, cation valence, and pH on swelling and hydraulic conductivity of nonprehydrated GCLs was examined. At similar concentration, swell was largest with NaCl, KCl, and LiCl solutions (monovalent cations Na+, K+, and Li+) and smallest with LaCl3 solutions (trivalent cation La3+). Intermediate swell volumes were obtained with divalent solutions (CaCl2, MgCl2, ZnCl2, and CuCl2). Analogous results were obtained from hydraulic conductivity tests. GCL specimens permeated with solutions containing divalent or trivalent cations had higher hydraulic conductivity than GCLs permeated with monovalent solutions or deionized water, unless the divalent or trivalent solutions were very dilute (≤0.01 M). Hydraulic conductivity increased as the concentration increased, and at high concentration (1 M) only small differences existed between hydraulic conductivities measured with all solutions. Abstract: This report presents information on the characterization of cementitiously stabilized layers and the properties that influence pavement performance. It also contains recommended performance-related procedures for characterizing these layers and performance-prediction models for incorporation into the mechanistic–empirical pavement analysis methods. Individual chapters highlight pavement distresses of hot-mix asphalt pavements and concrete pavements, laboratory tests and model development, and model calibration. The material contained in the report will be of immediate interest to state materials, pavement, and construction engineers and others involved in the different aspects of pavement design and construction.

Abstract: This paper describes research undertaken to develop design procedures for using shredded scrap tires as a lightweight fill material in highway construction. The benefits of using scrap tires are particularly enhanced if they can be used to replace virgin construction materials made from nonrenewable resources. This paper addresses the use of tire chips as a highway embankment material. Design parameters for embankments constructed using discarded shredded tires are presented based on laboratory model studies, numerical analyses, and field performance of test fills. The conclusions of this report support the use of tire chips as an environmentally acceptable lightweight fill in highway applications if properly confined. Recommendations for design procedures and construction specifications for the use of tire chips in highway fills are provided.

Abstract: An enhanced discrete element method for the numerical modelling of particulate media is presented. This method models a particle of general shape by combining several smaller particles of simpler shape, such as a circle, into clusters that act as a single larger particle. The clusters more accurately model the geometry- dependent behaviour of the particles, such as particle interlock and resistance to rolling. The method is implemented within the framework of an existing DEM program without the introduction of new contact or force algorithms. An extensive set of numerical ‘experiments’ is performed which demonstrate the method's effectiveness. The granular media–structure interface shear test simulations are performed using both clustered and non-clustered particles. The results indicate that the clustered particles undergo less rolling and provide for increased shear resistance of the medium. Copyright © 1999 John Wiley & Sons, Ltd.

Abstract: The Environmental Protection Agency (EPA) provides access to information on a variety of topics related to the environment and strives to inform citizens of health risks. The EPA also has an extensive library network that consists of 26 libraries throughout the United States, which provide access to a plethora of information to EPA employees, scientists, and researchers. The EPA implemented a reorganization project to digitize their materials so they would be more accessible to a wider range of users, but this plan was drastically accelerated when the EPA was threatened with a budget cut. It chose to close and reduce the hours and services of some of their libraries. As a result, the agency was accused of denying users the “right to know” by making information unavailable, not providing an adequate strategic plan, and discarding vital materials. This case study explores the background of the digitization project, the practices implemented, and the critiques of the project.
