Abstract: This article suggests that Asia’s groundwater socio-ecology is at an impasse. Rapid growth in groundwater irrigation in South Asia and the North China plains during the period 1970‐1995 has been the main driver of the agrarian boom in these regions. India, Pakistan, Bangladesh and China account for the bulk of the world’s use of groundwater in agriculture. On the plus side, groundwater development has provided sustenance to agrarian economies and millions of rural livelihoods. On the downside, it has created chronic problems of resource depletion and quality deterioration. While problems of groundwater depletion, pollution and quality deterioration are indeed serious, so are the consequences of the degradation of the resource for those that have come to precariously depend upon groundwater irrigation. Three problems currently afflict groundwater use: depletion due to overdraft; water logging and salinization; and pollution due to agricultural, industrial and other human activity. The pathology of the decline in groundwater socioecology reflects a remarkably similar pattern across regions. The critical issue for Asia now is: what might be done to sustain and revive these groundwater socio-ecologies vital to the region’s economy? This article reviews a variety of technoinstitutional approaches. However, transposing lessons from the industrialized world uncritically in the Asian context may not work. A more nuanced understanding of the peculiarities of Asia’s groundwater socio-ecology is needed.

Abstract: For millennia, India used surface storage and gravity flow to water crops. During the last 40 years, however, India has witnessed a decline in gravity-flow irrigation and the rise of a booming 'water-scavenging' irrigation economy through millions of small, private tubewells. For India, groundwater has become at once critical and threatened. Climate change will act as a force multiplier; it will enhance groundwater's criticality for drought-proofing agriculture and simultaneously multiply the threat to the resource. Groundwater pumping with electricity and diesel also accounts for an estimated 16–25 million mt of carbon emissions, 4–6% of India's total. From a climate change point of view, India's groundwater hotspots are western and peninsular India. These are critical for climate change mitigation as well as adaptation. To achieve both, India needs to make a transition from surface storage to 'managed aquifer storage' as the center pin of its water strategy with proactive demand- and supply-side management components. In doing this, India needs to learn intelligently from the experience of countries like Australia and the United States that have long experience in managed aquifer recharge.

Abstract: In 1947, British India-the part of South Asia that is today's India, Pakistan, and Bangladesh-emerged from the colonial era with the world's largest centrally managed canal irrigation infrastructure. However, as vividly illustrated by Tushaar Shah, the orderly irrigation economy that saved millions of rural poor from droughts and famines is now a vast atomistic system of widely dispersed tube-wells that are drawing groundwater without permits or hindrances. Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions. He argues that, without effective governance, the resulting groundwater stress threatens the sustenance of the agrarian system and therefore the well being of the nearly one and a half billion people who live in South Asia. Yet, finding solutions is a formidable challenge. The way forward in the short run, Shah suggests, lies in indirect, adaptive strategies that change the conduct of water users. Abstract: Integrated water resources management provides a set of ideas to help us manage water more holistically. However, these ideas have been formalized over time in what has now become, in capitals, Integrated Water Resources Management (IWRM), with specific prescriptive principles whose implementation is often supported by donor funding and international advocacy. IWRM has now become an end in itself, in some cases undermining functioning water management systems, in others setting back needed water reform agendas, and in yet others becoming a tool to mask other agendas. Critically, the current monopoly of IWRM in global water management discourse is shutting out alternative thinking on pragmatic solutions to existing water problems. Abstract: We investigate whether income inequality affects subsequent growth in a cross-country sample for 1965-90, using the models of Barro (1997), Bleaney and Nishiyama (2002) and Sachs and Warner (1997), with negative results. We then investigate the evolution of income inequality over the same period and its correlation with growth. The dominating feature is inequality convergence across countries. This convergence has been significantly faster amongst developed countries. Growth does not appear to influence the evolution of inequality over time. Outline

Abstract: The ‘Great Acceleration’ graphs, originally published in 2004 to show socio-economic and Earth System trends from 1750 to 2000, have now been updated to 2010. In the graphs of socio-economic trends, where the data permit, the activity of the wealthy (OECD) countries, those countries with emerging economies, and the rest of the world have now been differentiated. The dominant feature of the socio-economic trends is that the economic activity of the human enterprise continues to grow at a rapid rate. However, the differentiated graphs clearly show that strong equity issues are masked by considering global aggregates only. Most of the population growth since 1950 has been in the non-OECD world but the world’s economy (GDP), and hence consumption, is still strongly dominated by the OECD world. The Earth System indicators, in general, continued their long-term, post-industrial rise, although a few, such as atmospheric methane concentration and stratospheric ozone loss, showed a slowing or apparent stabilisation over the past decade. The post-1950 acceleration in the Earth System indicators remains clear. Only beyond the mid-20th century is there clear evidence for fundamental shifts in the state and functioning of the Earth System that are beyond the range of variability of the Holocene and driven by human activities. Thus, of all the candidates for a start date for the Anthropocene, the beginning of the Great Acceleration is by far the most convincing from an Earth System science perspective.

Abstract: . Irrigation is the most important water use sector accounting for about 70% of the global freshwater withdrawals and 90% of consumptive water uses. While the extent of irrigation and related water uses are reported in statistical databases or estimated by model simulations, information on the source of irrigation water is scarce and very scattered. Here we present a new global inventory on the extent of areas irrigated with groundwater, surface water or non-conventional sources, and we determine the related consumptive water uses. The inventory provides data for 15 038 national and sub-national administrative units. Irrigated area was provided by census-based statistics from international and national organizations. A global model was then applied to simulate consumptive water uses for irrigation by water source. Globally, area equipped for irrigation is currently about 301 million ha of which 38% are equipped for irrigation with groundwater. Total consumptive groundwater use for irrigation is estimated as 545 km3 yr−1, or 43% of the total consumptive irrigation water use of 1277 km3 yr−1. The countries with the largest extent of areas equipped for irrigation with groundwater, in absolute terms, are India (39 million ha), China (19 million ha) and the USA (17 million ha). Groundwater use in irrigation is increasing both in absolute terms and in percentage of total irrigation, leading in places to concentrations of users exploiting groundwater storage at rates above groundwater recharge. Despite the uncertainties associated with statistical data available to track patterns and growth of groundwater use for irrigation, the inventory presented here is a major step towards a more informed assessment of agricultural water use and its consequences for the global water cycle.

Abstract: In the coming decades, continued population growth, rising meat and dairy consumption and expanding biofuel use will dramatically increase the pressure on global agriculture. Even as we face these future burdens, there have been scattered reports of yield stagnation in the world's major cereal crops, including maize, rice and wheat. Here we study data from ∼2.5 million census observations across the globe extending over the period 1961-2008. We examined the trends in crop yields for four key global crops: maize, rice, wheat and soybeans. Although yields continue to increase in many areas, we find that across 24-39% of maize-, rice-, wheat- and soybean-growing areas, yields either never improve, stagnate or collapse. This result underscores the challenge of meeting increasing global agricultural demands. New investments in underperforming regions, as well as strategies to continue increasing yields in the high-performing areas, are required.
