Abstract: The relevance of this study is caused by the growing role of digital technology in the organization and functioning of socio-economic relations. Universities and enterprises are actively using digital technology to realize their traditional functions. Digital transformation requires the adoption of an adequate government policy for the effective management of modern digital processes. The objective is to conduct a study of the digital transformation of universities and enterprises at the micro and macro levels of the socio-economic system and to formulate some recommendations on improving the efficiency and safety of using digital technologies. As special methods, the authors used the methods of sociological survey and statistical information processing. An institutional approach was used to analyze digitalization processes in the national socio-economic system. The most favorable institutions for the development of digital technologies were identified. A multilevel approach to the analysis of digitalization processes at the personal, organizational and institutional levels was also used. The study revealed a discrepancy in the level of development of the necessary digital competencies between universities and the real sector of the economy. The reason for this was the absence or insufficient development of relevant institutions: trust, competition, entrepreneurship, property rights. Some recommendations were formulated to improve the institutions that promote digitalization, depending on the level of socio-economic activity: personal, organizational, routine.

Abstract: Marina Viktorovna Romanova5, Alexei Valerievich Yumashev6 This study is aimed at the development of a guideline for analysis of the economic activity of an enterprise to control and ensure the interaction of tasks and functions of management in the current and strategic aspects in the conditions of innovative development. The proprietary methodology for enterprise management control system formation is developed. The concept of matrices of analysis and interaction between the functions of the enterprise management is introduced. The matrix of operational control and management, the matrix of strategic control and management, the matrix of integrated control and management are considered by the authors. The concept of enterprise management control is considered herein. The objectives of the management control system in the modern economy are also described. The key role of control in the implementation of the current and strategic objectives of the enterprise management is substantiated. The proposals are formulated to improve the control function at the enterprise with the help of new information technologies. Based on the proprietary methodology of matrix analysis and interaction of objectives and functions of the enterprise management system, the algorithm for the formation of a system of integrated flexible internal control is developed.

Abstract: Digitalization and transition to a new technological structure bring humanity to another level of development. The changing technological structures, industry and society progress, enhance the importance of improving the university development model. The existing management system and infrastructure in universities are often outdated and unable to ensure their competitive and adequate functioning. Hence, the need to improve the processes of using the university infrastructure through digital technology. The composition and range of the resources should also be reviewed and supplemented with new components. The purpose of this work is to reveal the principles and requirements for improving the university infrastructure using digital technology. The methodology is based on modeling the university management system, with the concept of infrastructure logic as a core, meant to include new elements in the university management infrastructure: university stakeholders, cultural values, investments and translation. The management model transformation implies a transition from structural to infrastructural approach, from infrastructure management to managing the infrastructure logic. The digital network platform incorporating the information on all the infrastructure facilities, their status, will provide effective user access management to each university resource. The recommendations formulated to improve the university infrastructure using digital technology will make higher education more effective.

Abstract: Currently, in terms of the need to improve business competitiveness in world markets, the problem of innovative development and the control function of Russian enterprises becomes more relevant. The authors' approach, revealing the role of management control in solving the problem of innovative development of an enterprise, is presented herein. As the main method of study, the multilevel approach is used, while the innovation process is explored in various representations. As a set of stages from an innovational concept to a market product; as a set of resources and motivations for the participants in an innovational project; as a set of rules and procedures aimed to achieving the goals and requiring constant monitoring. Managerial control is considered as a factor of integration of the conditions required for the successful implementation of an innovative project at the enterprise. For the integrated support of the innovative processes, the enterprise internal control system is proposed, based on the polyadministrative matrix structure and the frame functioning model of the enterprise using information technologies. The systems of internal control during innovative development, which is implemented in different conditions and in different national economic systems, are also considered. The advantages and disadvantages of various approaches to the organization of control over the innovation activity at the enterprise are revealed. The recommendations are formulated to improve the model of internal control in the conditions of innovative development of the enterprise.

Abstract: A study of socio-economic nature of control is discussed in the article. There are revealed behavioral and managerial aspects of the control function of management in the scientific work. It contains the author’s approach to the analysis of control as part of improving information flows of the company. A table comparing the role of information systems are made for the management of the company as a whole and for the control functions in particular. There are presented potential of information technologies to improve the efficiency of the control in the organization.

Abstract: Much has been written about theory and practice in the law, and the tension between practitioners and theorists. Judges do not cite theoretical articles often; they rarely "apply" theories to particular cases. These arguments are not revisited. Instead the Essay explores the working and interaction of theory and practice, practitioners and theorists. The Essay starts with a story about solving a legal issue using our intellectual tools - theory, practice, and their progenies: experience and "gut." Next the Essay elaborates on the nature of theory, practice, experience and "gut." The third part of the Essay discusses theories that are helpful to practitioners and those that are less helpful. The Essay concludes that practitioners theorize, and theorists practice. They use these intellectual tools differently because the goals and orientations of theorists and practitioners, and the constraints under which they act, differ. Theory, practice, experience and "gut" help us think, remember, decide and create. They complement each other like the two sides of the same coin: distinct but inseparable.

Abstract: Inspired by the fast digitalization during the Covid-19 crisis, we investigate a key aspect of digital transformation of higher education – the emergence of a digital learning space. In developing our analysis, we focus on two streams of digitalization in higher education; digitalization of education and digitalization of subjects. We call this dual digitalization, which has been an obstacle for digital transformation of the sector, and made it challenging to develop a shared digital space. Our research question is, how can we develop a shared digital learning space in higher education? We conducted our study at the University of Oslo, where we analyzed three phases of digitalization. We identified three underlying forces of the digital learning space. First, the alignment of digital education and digital subjects provided a technical foundation. Second, the digital learning space was enacted and harnessed by redefinition of roles between students and teachers, allowing for new and deeper learning forms. And third, the digital learning space enables universities to transcend the physical and institutional borders, and engage in interactions with the broader society. • We investigate a key aspect of digital transformation of higher education – the emergence of a digital learning space. • Dual digitalization concerns two streams of digitalization in higher education; education and subjects. • The alignment of digital education and digital subjects provides a technical foundation. • The digital learning space enacts a redefinition of roles between students and teachers, allowing deeper learning forms. • The digital learning space enables universities to transcend the physical and institutional borders.

Abstract: In connection with the development of transforming the economy, the need for forecasting and analyzing the consequences of managerial decisions becomes more pressing. To substantiate and evaluate such decisions, a tool for prospective analysis of financial statements of companies is used. In recent years, the content and structure of a company's financial statements have undergone significant changes. With the development of economic relations, the principles of organization and methodology of accounting and reporting are also dynamically changing. The issues of reforming financial statements of a company are constantly discussed at international congresses of accountants and other professional forums.The purpose of the study is to improve the concept of preparing financial statements of a company as an information base for taking decisions in a transforming economy.As a result of the research, the economic essence of company's financial statements is substantiated from the point of view of an integrated approach; the importance of financial statements of an organization for effective management is determined; the main financial and non-financial indicators are systematized; it is proposed to introduce a mandatory requirement for disclosure of non-financial indicators in the corporate reporting system; proposals have been elaborated to improve the methods for analyzing financial statements as a tool for managing a company.

Abstract: This study was conducted before the outbreak of the pandemic and now the results seem clear. The intensive forced use of distance technologies in the educational process has changed the approach to education forever. What exactly has changed? this is already a topic for new research. We suggest going back a little and see how the role of the teacher changed as the use of digital technologies intensified before the pandemic. This article analyzes the studies devoted to teachers’ experiences in interacting with digital environments, and reviews digital learning systems, environments, and tools. The study found that there are many opportunities, applications, and automated digital environments in the world, but none of them can, to a greater or lesser extent, do without a supervisor, or a teacher. In addition, the paper found that, despite the diversity of digital learning tools, that issues existed related to using such tools by teachers due to the lack of adequate digital competence or even because some teachers tend to have a negative attitude towards this new concept of education. Therefore, sufficient conditions and opportunities should be created for teachers to obtain the required digital competence and to explore the culture of digital technology in education and learning environments to succeed in the subsequent integration of digital technology into the field of education.

Abstract: Innovation capacity building plays a central role in the growth dynamics of successful developing countries. However, no dedicated studies on ontological modeling of economic processes related to innovative activity at macro level were found. The application of semantic web technologies enables a unified, flexible structure and integrates not only quantitative but, more importantly, qualitative indicators and creates conditions for machine processing in the future. This paper presents the rationale for the selected domain modeling method for the subsequent construction of automated search information system; the ontology for innovative activity and economic potential is developed in context of the RF macroeconomics. An approach and search algorithms for economic data sources and data collection were developed under this study and casting data to the ontology structure of innovative activity and economic potential was performed. The relevance and scientific novelty of the study is determined by the problem domain, as well as the application of semantic web technologies to data collection from distributed heterogeneous sources, including those semi-structured and unstructured.
