Abstract: The purpose of state defense is to protect and to save the integrity of the Unitary State of the Republic of Indonesia, the sovereignty of the state, as well as its security from all kinds of threats, whether they are military or non-military ones. One of the non-military threats that potentially threatens the sovereignty and security of the nation-state is the misuse of technology and information in cyberspace. The threat of irresponsible cyber attacks can be initiated by both state and non-state actors. The actors may be an individual, a group of people, a faction, an organization, or even a country. Therefore, the government needs to anticipate cyber threats by formulating cyber security strategies and determining comprehensive steps to defend against cyber attacks; its types and the scale of counter-measures, as well as devising the rules of law.

Abstract: Poros Maritim Dunia (PMD) merupakan konsep yang disampaikan Presiden Jokowi pada Konferensi Tingkat Tinggi Asia Timur, di Naypyidaw Myanmar pada tanggal 13 November 2014. Sementara Jepang dan India telah lebih dulu mencanangkan konsep Confluence of the Two Seas pada tahun 2007, disusul Amerika Serikat dengan Rebalancing toward Asia pada tahun 2011, dan Tiongkok dengan Jalur Sutra Maritim Abad ke-21 di tahun 2013. Keempat kekuatan besar tersebut berkompetisi di kawasan Indo-Pasifik. Paper ini menempatkan PMD sebagai geopolitik Indonesia dalam memanfaatkan dinamika geopolitik yang terjadi di kawasan untuk kepentingan nasional Indonesia. Abstract: Selama ini pembangunan wilayah perbatasan, khususnya perbatasan Indonesia di Papua, dinilai tertinggal dari daerah lainnya. Sesungguhnya, wilayah perbatasan memiliki peluang untuk menjadi motor penggerak kegiatan ekonomi apabila ditunjang oleh pembangunan infrastruktur yang memadai. Oleh karena itu artikel ini berupaya mengeksplorasi pembangunan wilayah perbatasan darat Indonesia-Papua Nugini. Konsep pembangunan perbatasan, khususnya pembangunan infrastruktur, diadopsi sebagai kerangka untuk mendiskusikan dinamika wilayah perbatasan Indonesia di Papua. Pembangunan wilayah perbatasan Indonesia di Papua dalam artikel ini akan dianalisa sebagai upaya untuk menjamin human security dan melawan perdagangan illegal. Maraknya perdagangan illegal di perbatasan Indonesia-Papua Nugini dapat mengancam human security masyarakat Indonesia di Perbatasan Papua. Oleh karena itu, pemerintah mengambil sejumlah kebijakan pembangunan untuk meningkatkan kesejahteraan masyarakat di perbatasan Papua melalui pembangunan infrastruktur perbatasan. Sungguhpun sejumlah kebijakan pemerintah tidak secara eksplisit menekankan human security , tetapi kebijakan yang telah diambil pemerintah menunjukkan upaya untuk menjamin human security masyarakat Indonesia di perbatasan Indonesia-Papua Nugini.

Abstract: Despite of its advantages in social dimension, English School still has limited articles on environmental issues. Many global ecological crisis has been dealt with constructivism and green theory because the failure of English Scholars to adopt new norms such as climate responsibility, sustainable development and environmental justice. This article would like to highlight the synthesis of the normative tensions and the regional studies within the environmental studies of English School using the case study of Indonesia ratification to ASEAN Agreement on Transboundary Haze Pollution. Pluralism and solidarism will be the conceptual instruments in criticizing the blindness of environmental analysis in the English School communities and also constructing the environmental-friendly English School theory. There are two main conclusions in this article. Firstly, Indonesia ratification of ASEAN Agreement of Transboundary Haze Pollution, the emergence of domestic environmental legislation and the adoption of environmental responsibility marked the end of pluralist hegemony in environmental studies. Secondly, Indonesia ratification of AATHP is one of the foundations of regional environmental governance in Southeast Asia.

Abstract: This is a theoretical and conceptual review focusing the role and influence of non-governmental organizations (NGOs) in global environmental governance (GEG). This research will use the case of the relationship between Indonesia Sustainable Palm Oil (ISPO) and Roundtable Sustainable Palm Oil (RSPO). RSPO is established in 2004 acted as private self-regulation in standard setting of palm oil trade in accordance with global environmental conservation values. In 2011, Government of Indonesia established ISPO to compete with RSPO. This research aimed to contribute to the development of theory of environmental studies of English School through the reformulation of pluralism and solidarism and to understand the relationship between pluralism and solidarism. This research has three conclusion. Firstly, despite RSPO and ISPO have different characters and procedures but they have similarities in achieving betterment in environmental protection. Secondly, based on the difference between RSPO and ISPO, this research reformulate pluralism and solidarism’s contribution toward environmental studies of English School. Thirdly, global environmental governance is possible to be the middle way concept capturing the coexistence between pluralism and solidarism.
