Abstract: In 2022, Ukraine became the object of full-scale russian aggression, which led to human casualties and destruction, and landscape degradation. The final consequences of the hostilities are yet to be assessed, while the need for large-scale reconstruction of the country and its regions is once again evident. In this context, a comprehensive vision of the principles of the development of territories in the post-war period is of particular relevance. The article pays attention to the framework requirements for the planning process in Ukraine and the peculiarities of the documents to be developed at the national and local levels. It has been emphasized that in view of European integration, the General Scheme of Planning of the Territory of Ukraine is the most important document which defines conceptual solutions for planning and rational use of the territory of our state, maintaining a full-fledged living environment, ensuring sustainable development, environmental protection, historical, architectural and cultural sites, determining state priorities and conditions for the development of individual regions and settlements. It should be formed as an interactive modeling system of state management that will determine the strategy for the spatial development of Ukraine as part of the European planning space. The key directions for updating the existing General Scheme have been identified. The processes of reforming urban planning documentation at the local level have been analyzed, with special attention to the proposed integrated recovery programs. The importance of further introduction into the planning process of methods related to the assessment of territories and impacts on the environment and public health has been emphasized.

Abstract: SUMMARY The theoretical and practical provisions of the methodology for evaluating land plots and real estate in Ukraine are summarized. Problematic aspects of assessment activities in modern conditions are revealed in view of the regulatory and legislative framework. The advantages of the transition to land plot assessment along with improvements in the quality of the tax base are substantiated. An analysis of methodological and methodical approaches to taxation of land plots and real estate existing in the world tax systems was carried out. The main groups of real estate taxation systems and land plots in their composition according to the method of establishing the tax base are defined. The possibility of using a new methodology for evaluating land plots and real estate is substantiated. The results of the study can regulate professional appraisal activities, and eliminate shortcomings and gaps in the establishment and functioning of the appraisal institute in the land market.

Abstract: The aim of the article is to present a new approach to geoinformation support of community zoning during regulatory monetary valuation of land, in particular approaches to geoinformation support of information on valuation zoning of community as part of the process of compiling technical documentation eXtensible Markup Language format. The research is based on the analysis of available literature sources on relevant topics and practical pilot implementation of geoinformation assessment zoningof Palanka rural territorial community of Cherkasy region,Mykolayiv city territorial community ofDonetsk region andMezhivkavillage territorial community of Dnipropetrovsk region. The need for research is due to the importance of introducing geospatialinformation on the zoning of territories in the normative monetary valuation of land in the geographic information system of theState Land Cadastre, which will create organizational and technical prerequisites for providing land relations information on theevaluation of land in electronic form. . The approaches proposed by the authors to geoinformation support of zoning of communities were implemented in the development of the Methodology of normative monetary valuation of land, approved by the Cabinet of Ministers of Ukraine from November 3, 2021, No. 1147, as well as defining a set of basic lexical and syntactic rules for creating electronic documents. containing geospatial and other data on the results of work on the normative monetary valuation of land for inclusion in the State Land Cadastre.

Abstract: The basic document for regulation of the settlement urban development is the Master Plan [1]. The legislative and regulatory framework for regulating the composition, content, approval and approval of this document is very extensive and is based on a broad basis of scientific research and practical experience of domestic and foreign specialists in this field. The larger the city, the more difficult it is to predict its continued existence. In this article the results of the analysis of historical-geographical, socio-demographic and legislative-normative aspects influencing the regulation of the city development issues (on the example of the historical and current master plans of the city of Kyiv) are covered. Also are outlined the peculiarities of the formation of the spatial organization of the city territory as a part of the master plans of Kyiv at different historical stages – prior the planning, the period of joining the Russian Empire, the Soviet and the present period. The evolution of models of spatial organization of the city territory is characterized. The master plans development periodicity is analyzed as well as a conclusion is made about the fallibility of the statutory requirement regarding the indefinite validity of the master plan of the settlement as a basic urban planning document. Population size (both actual and predicted) acts as a key indicator of settlement development. The article analyzes the dynamics of the population of Kyiv, identifies patterns of influence of positive and negative factors on this indicator, establishes faults between the actual and predicted population of Kyiv. The conclusion is made about the extreme complexity of forecasting the prospects for the development of urban systems. The reasons (accuracy of demographic forecasts, counter intuitiveness of development of complex urban planning system, imperfection of legislative and regulatory base) of impossibility of full realization of master plans of settlements, in particular, of the city of Kyiv are considered. The recommendations on improvement of the legislative and normative base for development of settlements master plans are given. In particular, the return of the fixed term of the Master Plan, that does not exceed 20 years. The author's vision of promising directions of development and transformation of the spatial organization of the territory at the present evolutionary stage of its existence of the city of Kyiv is formulated. Namely – a cardinal complex reconstruction of the city.

Abstract: The aim of the publication is to determine the prerequisites of and to elaborate on the foundations of the Exclusion Zone reintegration in order to address the issue of rational development of urban-planning documentation complex regarding the legitimacy of said territory exploitation. It is established that for the implementation of the «Radioactive waste management strategy» the production complex «Vector» is being constructed on the Exclusion Zone territory; a powerful park of renewable energy generation is being created to implement the «Chornobyl - a Territory of Change» strategy; a Chornobyl Radiation-Ecological Biosphere Reserve was established to support and increase the barrier function of the zone; in order to promote the Safe Chornobyl brand-name, the tourist traffic is being increased and the conditions for the visitors are improving. In the absence of developed and approved city planning documentation, the listed above causes the problem of legitimacy and rationality of the exclusion zone territory use. The paper for the first time raises the question of the need to elaborate the concept of functional planning of the Chornobyl NPP exclusion zone territory and the development of the design-planning complex (urban planning documentation): from the territory.

Abstract: The goal of the scientific work was to justify the need during the war in Ukraine to find a balance in the issue of limiting access to sensitive in terms of state and public security open data in the State Land Cadastre system to ensure the interests of national security and public interests. Information of interest to the aggressor should become inaccessible. This data selection should be made by the military and the Security Service and should not be publicly displayed. On the other hand – the rest of the information should be used by specialists in the field of geodesy and land management, construction and architecture, local self-government bodies with a certain number of persons with access to data. The author's proposal is also that access to data, including open data, should be regulated and authorized. So it is proposed to classify them at the legislative level in terms of levels of sensitivity, methods of use, access regulations, and to define lists of sensitive information and ways of displaying it. The need to change the attitude towards information resources as free resources and transfer information to the status of an intangible asset with licensed access (analogue – software) was noted, because the introduction of information into economic circulation will cause the growth of the economy. It is proposed that upon the end of martial law, the restrictions that were in force under these conditions should be reviewed, amendments to the legislation should be introduced into the regulations of the State Land Cadastre, and the composition, content, and distribution capacity of the cartographic base of the Public Cadastre Map should be updated.
