Abstract: The structure analysis of the appraisal index system of the city ecology and its structure function is the foundation of setting up the scientific and harmonic evaluation index system which may provide the basis for the theoretical research and practice of establishment of ecological city and town.On the basis of the pressure-state-response(P-S-R) model of the environmental index the writer made the supplementary comments and submitted four city ecology safety appraisal index system.In accordance with consciousness response and action response the first category is the target that the comprehensive index of ecological security appraising index;the second category if the project scope that is formed by the ecological sense of security,ecological security policy,ecological security prevention and control system,social views and natural resources;The third category means evaluation factors and the fourth category is the index aspect.The principle for the appraisal index system is grounded on the scientific analysis,piloting and guiding and harmonic with AHP approach,integration of consultation from experts and technicians and the percentage of each category index from the project items,factors and various targets.The analysis should be conducted about the index system and structure function on the foundation of city ecology views about “existed consciousness”,”view points awareness “ integration of city infrastructure and ecological safety.

Abstract: In order to manage urban ecosystem effectively, it is necessary to develop a comprehensive evaluation of urban ecological security. Ecological security evaluation index system of typical resource-exhausted cities composed of resource, environment, economic and social subsystem was set up. Urban ecological security evaluation model based on attribute recognition theory was established. The model was divided into three steps, namely attribute measure of a single index, comprehensive attribute measure of multiple indexes and ecological security attribute recognition. Then urban ecological security levels of the nine typical resource-exhausted cities in China were evaluated. The result indicated that ecological security levels of the nine cities declined in the sequence of Fuxin, Yichun, Baiyin, Jiaozuo, Liaoyuan, Panjin, Pingxiang, Baishan, and Shizuishan. Among them, ecological security of Fuxin belonged to relatively safe level, Shizuishan belonged to unsafe level, and other cities belonged to critically safe level and relatively unsafe level. Ecological security conditions of these cities were severe.
