Trafficking in persons now affects all regions and most countries of the world. Over the past decade, there has been increasing acceptance of the need for an effective, internationally coordinated response. However, the practical difficulties in realizing this goal are considerable. No country can yet lay claim to genuine, extensive experience in dealing with trafficking as a criminal phenomenon. Most are developing and adapting their responses on the run, often under strong political pressure, and principally through trial and error. While communication between national agencies on this issue is improving, there is still very little cooperation or cross-fertilization of ideas across national borders. Cross-National Variation in Homicides: The Case of Latin America

This research shows that Latin American nations have a disproportionate number of the high homicide rates that occur among the nations of the world and that all Latin American nations have at least moderately high homicide rates. An investigation of the history and culture of Latin America indicates that cultural values condu... This research shows that Latin American nations have a disproportionate number of the high homicide rates that occur among the nations of the world and that all Latin American nations have at least moderately high homicide rates. An investigation of the history and culture of Latin America indicates that cultural values conducive to violence have evolved out of the history of colonization and subjugation that is shared by these nations. This research examines whether the high homicide rates can be explained by structural and demographic national characteristics that have been found to explain cross-national variation in homicides in past research. Regression analysis using World Health Organization, United Nations, and INTERPOL homicide data reveals that this region exhibits a strong positive association with homicides net other relevant variables for all indicators of homicides. Increasing numbers of police professionals have decided to practice evidence-based policing. Yet many of these ‘‘early adopters’’ encounter opposition from their colleagues. Advocates of evidencebased policing (EBP) increasingly ask whether, or how, an entire agency can be transformed at about the same time, rapidly creating a ‘‘tipping point’’ for ‘‘totally evidenced’’ policing—defined as a steady growth of evidence-based decisionmaking on as many practices as possible. Such tipping points may require (1) a powerful advocate for EBP; (2) an ‘‘evolutionary’’ dimension to add on to any ‘‘smothering paradigm’’ that resists the addition of evidence to decision-making; and (3) strong external demands for change. Several attempts to create ‘‘totally-evidenced’’ decisions across entire agencies are under way.
