On June 9, 2014 the Committee of Fisheries (COFI) of FAO adopted the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF-Guidelines). For millions of small-scale fisheries people around the world, this was no doubt a historic event and a potential turning point. The challenge now is to make sure that they will be implemented. As the SSF-Guidelines address issues that are politically contentious, there are reasons to expect that they will be met both with enthusiastic acclamation and criticism, as already happened in the negotiations of the text. Bordered by seven countries with their own spatial uses and claims, the stage is set for complex and demanding governance challenges. Recent decades have also seen user groups multiply, competition for space and resources increase, and the pressure on the marine environment and its living natural resources grow. As governments strive to balance conservation and economic development needs, they also have to deal with inter-as well as intra-national user conflicts. Marine Spatial Planning (MSP) has arrived as a new approach to these issues. It is argued that for North Sea fishing people and their communities MSP holds risks as well as opportunities, depending on which institutions are formed and what role they are allowed to play in the planning process. read more read less

"Coastal grab" refers to the contested appropriation of coastal (shore and inshore) space and resources by outside interests. This paper explores the phenomenon of coastal grabbing and the effects of such appropriation on community-based conservation of local resources and environment. The approach combines social-ecological ... "Coastal grab" refers to the contested appropriation of coastal (shore and inshore) space and resources by outside interests. This paper explores the phenomenon of coastal grabbing and the effects of such appropriation on community-based conservation of local resources and environment. The approach combines social-ecological systems analysis with socio-legal property rights studies. Evidence of coastal grab is provided from four country settings (Canada, Brazil, India and South Africa), distinguishing the identity of the 'grabbers' (industry, government) and 'victims', the scale and intensity of the process, and the resultant 'booty'. The paper also considers the responses of the communities. While emphasizing the scale of coastal grab and its deleterious consequences for local communities and their conservation efforts, the paper also recognizes the strength of community responses, and the alliances/partnerships with academia and civil society, which assist in countering some of the negative effects. read more read less

This article traces the recent history of Senegalese small-scale fishers’ migration in West Africa. It details how migration of Senegalese fishers developed and then intensified to become a specialized fishing strategy spread out all along the coast of West Africa, from Mauritania to Sierra Leone and beyond. This escalation h... This article traces the recent history of Senegalese small-scale fishers’ migration in West Africa. It details how migration of Senegalese fishers developed and then intensified to become a specialized fishing strategy spread out all along the coast of West Africa, from Mauritania to Sierra Leone and beyond. This escalation has rapidly led to the depletion of fish stocks in the region. Today, while fishing migration still largely contributes to food security and provision of sustainable livelihood for coastal communities, this type of migration has reached both an ecological and social deadlock and its future is largely uncertain. Based on current trends in Senegalese fishing migration, this paper highlights the main drivers of changes and impacts of migration. It proposes the development of a regional approach to fisheries management, emphasizing the need for collaborative transnational research projects and stressing the necessity for biodiversity project managers to include the issue of fisheries migration in their regional conservation strategies. It also suggests there may be a need to introduce property rights so as to limit the open access enjoyed by Senegalese migrant fishers almost all over the West African sub-region. read more read less

Humanity’s relationship with fish dates back to prehistory, when ancestral hominins evolved the capacity to exploit aquatic resources. The impacts of early fishing on aquatic ecosystems were likely minimal, as primitive technology was used to harvest fish primarily for food. As fishing technology became more sophisticated and... Humanity’s relationship with fish dates back to prehistory, when ancestral hominins evolved the capacity to exploit aquatic resources. The impacts of early fishing on aquatic ecosystems were likely minimal, as primitive technology was used to harvest fish primarily for food. As fishing technology became more sophisticated and human populations dispersed and expanded, local economies transitioned from hunter-gatherer subsistence to barter and complex trade. This set up a positive feedback ratcheting fishing technology, mercantilization, and the commoditization of fish. A historical narrative based on archaeology and documentary evidence follows the principal changes in fisheries through evolutionary, ancient, classical and medieval eras to modern times. Some local depletions are recorded from early fishing, but from the 1950s, massive impacts of serial depletions by size, species, area and depth are driven by commoditized fishery products. North Sea herring fisheries are described in detail. Today’s severely depleted wild fish populations reflect social institutions built on global markets that value fish predominantly as a consumptive commodity, risking future ecological integrity and human food security. To sustain global fisheries, decommoditization strategies that sustain human and ecosystem relationships with fish beyond their commodity value are needed. read more read less
