The term 'new managerialism' is generally used to refer to the adoption by public sector organisations of organisational forms, technologies, management practices and values more commonly found in the private business sector. Particular attention is paid to the writings of John Clarke and Janet Newman. Schools are a stabilising feature in the unsettled lives of refugee students. They provide safe spaces for new encounters, interactions and learning opportunities. They also deliver literacy, the key to educational success, post‐school options, life choices, social participation and settlement. Currently Australian schools ar... Schools are a stabilising feature in the unsettled lives of refugee students. They provide safe spaces for new encounters, interactions and learning opportunities. They also deliver literacy, the key to educational success, post‐school options, life choices, social participation and settlement. Currently Australian schools are poorly funded and ill‐equipped to provide effective English as a Second Language teaching and support. A new cohort of refugee students mainly from Africa and the Middle East are struggling. This article discusses the importance of educational interventions that keep in mind both the immediacy of ‘what is happening now’ and broader post‐colonial conditions. It identifies the limits of piecemeal partnership interventions and the domination of psychological approaches that individualise the issues and overemphasise pre‐displacement conditions of trauma. This article examines how the development of inclusive education policies has been constrained by the adhesion of traditional regular and special education imperatives. The fragmentation of educational policy-making presses us towards exclusion; and the protection of professional interests reinforces individual pathologies and creates further exclusionary pressures. The authors contend that inclusive education is not a linear progression from 'special educational needs' and we must endeavour to understand the very different nature of these knowledge bases. Deconstruction is presented as a way of exposing exclusion as it is inscribed within inclusive education policies. The article ends with a series of openings for dialogue about inclusion which address the relationship between ideas and politics; a new politics of research; envisioning forms of schooling which eschew the modernist blueprint; reflexivity; and the teaching of inclusion. read more read less

While schooling has seen dramatic changes throughout the past century, there appears to be a certain continuity in the functioning of power relations in pedagogy. It is argued that this continuity constrains what we are in educational institutions and what changes are possible. Drawing on both Foucault's conception of power relations and a multi‐site empirical study which demonstrates micro‐level techniques of power, this paper contributes to the enterprise of thinking about how education might exercise power differently in order to improve the experience of schooling for students and teachers. Putting Foucault's ideas to use in a field‐based study of radical and mainstream, and institutionalised and non‐institutionalised sites, the paper also contributes to contemporary debates about the usefulness of poststructuralism, demonstrating rather than asserting what might be done. read more read less
