The end of the Cold War has been accompanied by the emergence of nationalist, ethnic and religious conflict in Eurasia. However, the risks and intensity of these conflicts have varied from region to region: Ukrainians and Russians are still getting along relatively well; Serbs and Slovenians had a short, sharp clash; Serbs, Croats, and Bosnian Muslims have waged open warfare; and Armenians and Azeris seem destined to fight a slow-motion attrition war. The claim that newly released, age-old antipathies account for this violence, fails to explain the considerable variance in observable intergroup relations. read more read less

The discovery in June 2010 that a cyber worm dubbed ‘Stuxnet’ had struck the Iranian nuclear facility at Natanz suggested that, for cyber war, the future is now. Yet more important is the political and strategic context in which new cyber threats are emerging, and the effects the worm has generated in this respect. Perhaps most striking is the confluence between cyber crime and state action. States are capitalising on technology whose development is driven by cyber crime, and perhaps outsourcing cyber attacks to non-attributable third parties, including criminal organisations. Cyber offers great potential for striking at enemies with less risk than using traditional military means. It is unclear how much the Stuxnet program cost, but it was almost certainly less than the cost of single fighter-bomber. Yet if damage from cyber attacks can be quickly repaired, careful strategic thought is required in comparing the cost and benefits of cyber versus traditional military attack. One important benefit of cyber ... read more read less

Since the 1990s, China has achieved impressive gains both in terms of soft power resources and the ability to convert the resources into desired foreign-policy outcomes. Unlike the former Soviet Union, China appears to be more successful in developing hard and soft power in tandem. Its steppedup endeavours in expanding its soft power nevertheless continue to be constrained by three factors: imbalance in resources, legitimacy concerns regarding its diplomacy, and a lack of coherent agenda. How Washington and its allies respond to this unique power pattern will shape the future strategic landscape of East Asia and beyond. read more read less
