Abstract: At total Landau level filling factor nu(tot)=1 a double-layer two-dimensional electron system with small interlayer separation supports a collective state possessing spontaneous interlayer phase coherence This state exhibits the quantized Hall effect when equal electrical currents flow in parallel through the two layers In contrast, if the currents in the two layers are equal, but oppositely directed, both the longitudinal and Hall resistances of each layer vanish in the low-temperature limit This finding supports the prediction that the ground state at nu(tot)=1 is an excitonic superfluid

Abstract: An efficient, low-loss, low sidelobe, high dynamic range phased-array radar antenna system is disclosed that uses metamaterials, which are manmade composite materials having a negative index of refraction, to create a biconcave lens architecture (instead of the aforementioned biconvex lens) for focusing the microwaves transmitted by the antenna. Accordingly, the sidelobes of the antenna are reduced. Attenuation across microstrip transmission lines may be reduced by using low loss transmission lines that are suspended above a ground plane a predetermined distance in a way such they are not in contact with a solid substrate. By suspending the microstrip transmission lines in this manner, dielectric signal loss is reduced significantly, thus resulting in a less-attenuated signal at its destination.

Abstract: The nature of the silicon oxide transition region in the vicinity of the Si/SiO2 interface is probed by infrared and x-ray photoelectron spectroscopies. The layer-by-layer composition of the interface is evaluated by uniformly thinning thermal oxide films from 31 A down to 6 A. We find that the thickness dependence of the frequencies of the transverse optical and longitudinal optical phonons of the oxide film cannot be reconciled by consideration of simple homogeneous processes such as image charge effects or stress near the interface. Rather, by applying the Bruggeman effective medium approximation, we show that film inhomogeneity in the form of substoichiometric silicon oxide species accounts for the observed spectral changes as the interface is approached. The presence of such substoichiometric oxide species is supported by the thickness dependence of the integrated Si suboxide signal in companion x-ray photoelectron spectra.

Abstract: A system of controlling and managing voice and data services in a telecommunications network includes a media gateway interface coupled to a plurality of diverse voice and data media gateways operating under diverse protocols in the telecommunications network, the media gateway interface being operable to communicate service logic with the media gateways. A media gateway controller is in communications with the media gateway interface and media gateways and carries out service logic for a voice or data service according to input received from the media gateways. The system also includes a service management subsystem in communications with the media gateway controller and being operable to provision services with customers and provide service management tools for managing the services, and a service creation subsystem in communications with the service management subsystem and being operable to provide service creation tools for creating the service logic of the services. A customer care subsystem in communications with the service management subsystem is provided for generating billing records and customer invoices for the voice and data services.
