Abstract: Object of the research is the condition of energy supply in Latvia. Goal of the research-analysis of data on electric energy production in Latvia and assessment of the ways of creation of the energy security potential of the country. Methods of the research are analysis of statistical data, methods of expertise. The leading producer and supplier of electric energy and heat in Latvia is JSC Latvenergo. One of the main aims is diversification of ways of energy resource supply to Latvia. The Ministry of Economic Affairs of Latvia plans by the year 2030 to decrease the volume of imported energy resources by 2 times and produce half of the energy by using own renewable energy sources. At present there is a discussion in Latvia about construction of another large hydro power plant with the output about 200 MW on river Daugava in the Daugavpils region. In the discussions the new HPP is considered as more ecological and economic alternative than construction of Visaginas Nuclear PP. The part of Latvenergo in the project of VNPP will correspond to 1 billion euro or 20% that will guarantee supply of not more than 275 MW of energy to Latvia. In Latvia there is a wide scatter of opinions about possible ways of development in future production of electric energy in the country. For analysis and elaboration of recommendations concerning the ways of forming the energy security potential in Latvia a method of expertise was used. The estimates obtained from the expert query show large difference in their opinions. Fuzzy Set Theory was used. The conducted analysis and the obtained results of mathematical processing by various methods of expert opinion make it possible to conclude the following: the most promising directions for electric energy industry development in Latvia and for creation, on this basis, of energy security potential of the country is construction of a HPP and heat power plants using the own energy resources. Abstract: Conflicts are everyday occurrences in people’s lives, social groups and international relations. In all historic times, in all cultures, groups and countries, the quest for peace has been ongoing. Costs incurred because of conflicts are very high: human suffering, economic losses and moral degradation. Conflict resolution, transformation, mediation and management describe the scientific and multi-disciplinary approach of legal conflictology. The aim of this article is to popularize and develope in Latvia a new branch of science, education and practice - legal conflictology.

Abstract: In the case of the reconfigurable module, the popular logic function implementation is based on the look-up-table (LUT) structure. Once a Boolean network of single-rail n-variable node functions is transformed into a dual-rail one, each variable is represented as two literals: x and its inversion x′ and implemented using two separate signals. As a result, (2n + 1)-input LUTs are required for mapping node functions. To reduce the capacity of required LUTs, the literal decomposition method is proposed. It is applied to implement a dual-rail node function using k-input LUTs, n < k < (2n + 1). The literal decomposition over the chosen variable is based on creating two clusters where one of the clusters contains minterms with the literal x of the chosen variable, the other one contains minterms with the literal x′. Functions created based on each cluster minterms depend on less literals number than the original one. The procedure is repeated until the required number of literals is reached. The literal decomposition is used as a post processing of the conventional decomposition procedure. Depending on the logic architecture, different implementations are considered and discussed. The implementation complexity (in terms of LUTs number) for different values n, k is given.

Abstract: We face with different kinds of conflicts every day. The problem of the conflictological culture of personality is urgent nowadays, because only a person with a highly developed level of the ability to avoid or successfully solve conflicts can succeed at work and in life-long learning. The European Council defined five key competences necessary for future specialists’ successful functioning in the contemporary society. The first place in this list was assigned for social competence as the ability to be responsible, able to take part in group decisions, avoid and resolve conflicts (The Symposium of the European Council. Brussels, 1996). The authors of the given research analyze the essence of the notions ”conflict”, “conflictological culture”, as an integral quality of a person where the main stress is paid on its structural components’ content. They also investigate different aspects of activities and psychophysiological development of left- and right-handedness of people. The empirical analysis conducted in the research presents the data obtained in the investigation of the left- and right-handed students’ conflictological culture’s level. The Object of the research is the conflictological culture’s level of students at higher school. The Aim of the research is to investigate: 1) the essence of the notions “ conflict”, “ conflictological culture”, 2) the level of conflictological culture of students of the 1 st and 4 th courses at higher school on the basis of their left-/right—handedness. The Methods of the research are the following:1. Theoretical methods:The theoretical analysis of scientific literature on the given problem.2.Quantitative methods: questionnaires.3.The empirical analysis of obtained data.
