Abstract: Abstract Safety of aircrafts exploitation is estimated by means of the using the results of the prognoses of the dangerous factors which could be take place during the flight in the off-design conditions. The risk - approach, based on the fuzzy sets methods, is discussed and find out the paths leading to the catastrophes of the different types of the vessels. The dangerous (Unsafeness, Hazard) is the discrete state with the factors which could be take place during the flight in the off-design conditions. It was suggested to find out the paths leading to the catastrophes under condition of the rare events with probabilities “almost zero”.

Abstract: Abstract The high quality of pre-trial and judicial criminal procedure depends on the widespread use of data of technical, natural and other sciences for the purpose of solving crimes. The goal of the research is the search for and determination of modern ways and means of optimizing the activity of persons directing the process, judges, prosecutors and investigators, in solving the tasks of the commission and carrying out forensic psychiatric and forensic mental health assessment in the course of the investigation of crimes. Based on the results of this research, conclusions are drawn, and suggestions are made to improve the Criminal Procedure Law (Latvia), related to the commissioning and carrying out of forensic psychiatric and forensic mental health assessment.

Abstract: The object of research is the performance of ports in the East Coast of the Baltic Sea for the period from 1996 to 2016. By comparing the performance of Russian ports and ports in the Baltic States, the trend of significant growth in cargo turnover in the ports of the region is revealed. The aggregate cargo turnover in the ports of Russia and the Baltic States has increased 4.5-fold over the last 20 years. An analysis of the comparative performance of all the ports of the East Coast of the Baltic Sea for 20 years has shown their growing relevance in development of economic and trade relations between the Asian and European regions. Despite a sharp increase in cargo transshipment in the newly constructed Russian ports (24 times in 20 years), the ports of Latvia, Lithuania and Estonia still show positive dynamics (twice in 20 years). Contrary to the current opinion on the decrease in the role of ports in the Baltic countries, the article shows the factors of their development, including the participation of Russian capital in the construction of new terminals in the ports of Latvia and Estonia (Riga, Sillamae), and by attracting cargo from other regions (Lithuania, Klaipeda). All ports of the East Coast of the Baltic Sea Region have development of potential in expanding ties with the rapidly developing Asian region (China, India). The volumes of transit between Europe and Eurasia are constantly growing, and only in the first quarter of this year the supplies from Europe to China grew by 12 %, and from China to Europe – by 7 %, amounting to 62 billion USD and 81 billion USD respectively. An analysis of the Baltic ports is also important in connection with the development of the large and promising Belarusian project «Great Stone», of which the Chinese national logistics company is a partner and which should connect China via Belarus with the German port of Duisburg. Thus, the possibility of organizing multimodal transportation from Germany to China via the Riga port is being considered because of the limited capacity of the Polish and Slovak railways to transport Chinese goods through the Minsk logistics center «Great Stone» to Europe. In this context, the use of the Riga port with a large potential for development of the port territories can significantly strengthen its economic position, and thereby influence the growth of the Latvian economy. The following factors influence the development of transport corridors in the Baltic Sea Region in order of importance: geography, economics, politics, transport infrastructure and new technologies of logistics business. If we talk about the ports of the Baltic countries, then there is a narrowing of geographical plans due to the reorientation of cargo to Russian ports. The economy is influenced by tariff policy. The influence of politics is still great. The most optimistic is the impact of transport infrastructure.

Abstract: Control over any process of human activity is carried out by evaluating its result. In the field of education, the goal is, as a rule, to check the effectiveness of one or another pedagogical approach to solving the set task. For this purpose, a pedagogical experiment is planned and carried out. First, the analysis of the problem is carried out and the participants of the experiment are determined, control and experimental groups of approximately equal number and level of preparedness are formed. Further, the researched pedagogical approach is implemented, the results obtained are studied and evaluated, and conclusions are drawn. Research was conducted at the Department of Software Engineering and involved its students, as well as teachers of Riga Technical University and Baltic International Academy. Authors have studied the impact of introducing extended course content, interdisciplinary communications and feedback in teacher-student interaction. Computer training systems, a semantic network, and statistical analysis were used as assessment methods. Research aim of this article offers an overview of methods of assessing quality of education and their comparison in order to select the best one for conducting a pedagogical experiment, which were used in Riga Technical University.

Abstract: To increase the competitiveness the hotels have to satisfy their guests’ requirements, anticipate their wishes and offer new services; this is quite problematic for the hotel business. The paper considers the opportunities of employing online guest reviews to reveal the hotel ratings and attributes, significant for guests. The implementation of this research method is specified by the quality of information obtained via the internet; it is published on a voluntary basis, statements are initiated by users; moreover, consumers estimate the services and offers, having certain emotional importance for them; it allows segmenting the factors according to the level of their emotional significance. This segmentation is of utmost importance since the principal aim of the researches devoted to the assessment of the level of consumers’ satisfaction is to reveal the indicators of company activities from the position of customers’ priorities and emotional evaluations. The content analysis discovers the indicators, significant for the beach hotels customers. 90 hotels were grouped according to 16 categories. The results display that the guests responses can be used for investigating the importance of hotel attributes and determining the peculiarities of various hotel customers groups. The obtained results can be used for service package improvement and for hotel description in advertisement and reservation systems.
