Abstract: Представлены результаты библиометрического анализа исследований по квантовой обработке информации за 2000-2017 гг. В качестве источника данных использован Science Citation Index Expanded (SCIE). Выявлены страны со значимыми объемами проводимых исследований, а также основные участники "квантовой гонки". В терминах анализа социальных сетей с применением индекса Солтона изучена структура соавторской сети; при анализе цитирования использованы показатели, основанные на подсчете не только среднего числа ссылок на публикацию, но и высокоцитируемых публикаций в сегментах топ-1% и топ-10%. Выявлены источники и структура спонсорской поддержки публикуемых результатов в области квантовой обработки информации. Позиции России оценены по всем рассмотренным показателям.

Abstract: When processing huge amounts of information arising in the process of activities of individual organizations and entire sectors of the economy, new approaches and solutions are needed. For effective conversion of national defense industry, an information and analytical system is being developed. The paper discusses the created toolkit for systematization of open data on military products and defense industry potential. In particular, a resource is being developed that will be a kind of aggregator of this information.

Abstract: As a rule, the source information and methods used for construction of many indices have specifics that allow authors and experts to consider these indexes as original and recommend them for use in solving a number of management tasks. However, a comparative analysis of such indices sometimes shows that despite the peculiar names and methods of calculation, some of them do not have significant statistical differences. This paper presents an approach that allows us to compare an arbitrary set of indices and ratings that characterize the level of socio-economic development of the subjects of the Russian Federation in the space of characteristics of differentiation used in solving regional management problems. The purpose of the study is to identify indexes that do not differ significantly. Eighteen indexes are compared. At the first stage of the study, their correlation analysis is performed. Then the indices are regressed to the basic characteristics of differentiation. The analysis of cosines of angles between indices calculated using beta coefficients of regressions allows us to refine the results of correlation analysis and identify a subset of indices that are not distinguishable in solving regional management problems.

Abstract: We study ω-periodic solutions of a functional-differential equation of point type that is ω-periodic in the independent variable. In terms of the right-hand side of the equation, we state easy-to-verify sufficient conditions for the existence and uniqueness of an ω-periodic solution and describe an iteration process for constructing the solution. In contrast to the previously considered scalar linearization, we use a more complicated matrix linearization, which permits extending the class of equations for which one can establish the existence and uniqueness of an ω-periodic solution.

Abstract: Tax holidays, that exempt firms (fully or partially) from tax payment for a certain period of time, have been widely used over the world as one of the most effective stimuli for investment attraction (see [1]). Below, we present the model of investment attraction by means of tax holidays (for other mechanisms of investment attraction see, e.g., [2]). Within the framework of this model, we compare two alternative mechanisms of tax holidays: tax holidays of deterministic (fixed) duration and tax holidays based on the payback period of the initial investment.
