The asymptotic optimality of the estimate inminimax sense for sufficiently broad class of loss functions is shown. The f ixed-accuracy estimate is constructed as a sequential modification of the least squares estimate.

Abstract: This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.

Abstract: This paper presents a method to process a content of research papers in binary PDF format at a server side that gives research information systems new features of citation content analysis. This method efficiently generates JSON versions of PDF documents that allows an easier recognition of papers’ references, in-text references, citation context, etc. As a result, one can parse an extended set of citation data, including a location of citations in a research paper’s structure, frequency of mentioning for the same references, style of reference mentioning and so on. Based on these data we upgrade traditional citation relationships by adding some semantic attributes. Formatting these semantic data according W3C Web Annotation Data Model and integrating the data with some annotation tools, we visualize citation relationships, its semantic attributes and related statistics as annotations for readers of PDF documents from a research information system.

Abstract: The results of a bibliometric analysis of studies on quantum information processing for 2000–2017 are presented. We used Science Citation Index Expanded (SCIE) as a data source. This article reveals countries with significant volumes of research, as well as the main participants in the “quantum race.” The structure of a coauthor network was studied in terms of the analysis of social networks using the Salton index; in the analysis of citation, indicators were used based on the calculation of not only the average number of links to a publication, but also highly cited publications in the top 1 and top 10%. The sources and structure of sponsorship of published results in the field of quantum information processing are identified. The positions of Russia are evaluated on all considered indicators.

Abstract: The article analyzes the problems of modern soil mapping and offers a new, interdisciplinary approach to overcoming them. Among these problems, the most noticeable are the following: harmonization and thematic content of soil maps, multiscale soil mapping, and global soil map. It is shown that the main reasons of problems in modern soil mapping are the recognition of the priority of the practical purposes of soil mapping over the scientific ones, the lack of understanding of the relationship between soil mapping and the conceptual soil classification, the neglect or misuse of the systems approach and contemporary theories of classification, the lack of a universal soil classification system, and an orientation toward new technological advances. It is emphasized that hopes for a successful solution to the problems of soil mapping using the latest technologies, tools and methods are largely unjustified, since, first of all, a consistent theory of soil mapping is necessary. The theoretical foundations and technology for multiscale soil-landscape mapping in a GIS environment are described. Multiscale soil-landscape maps are defined as a system of interconnected maps of all scale ranges, which have a single classification basis and coordinated thematic content. They contain integrated information about soils and landscape systems, which are landscapes, considered from the point of view of the systems approach, and display soils mainly as derived landscape system elements. Another distinctive feature of multiscale soil-landscape maps is that they reflect the relationship between soil properties, on the one hand, and properties of the basic landscape system elements (parent rocks, air, water, and organisms), on the other. The advantages of multiscale soil-landscape mapping in comparison with traditional and digital are shown. From a practical point of view, multiscale soil-landscape maps are considered as the basis for making scientifically sound decisions on sustainable nature management at all levels - from global to local.
