Abstract: This paper considers the design problem of a stochastic linear-quadratic controller over an infinite time-horizon with dynamic scaling of the coefficients in the state equation and the cost criterion. Dynamic scaling means multiplying the coefficients by a positive time-varying function. The optimality criteria used are extensions of the long-term average cost and pathwise long-term average cost. The integral of the scaling function is applied to normalize the performance indices. It is shown that, the optimal control law is time-invariant and can be obtained through a steady-state optimal strategy known for the autonomous system.

Abstract: In the first part of the paper we study concepts of supremum and maximum as subsets of a topological space X endowed by preference relations. Several rather general existence theorems are obtained for the case where the preferences are defined by countable semicontinuous multi-utility representations. In the second part of the paper we consider partial orders and preference relations "lifted" from a metric separable space X endowed by a random preference relation to the space L^0(X)X-valued random variables. We provide an example of application of the notion of essential maximum to the problem of the minimal portfolio super-replicating an American-type contingent claim under transaction costs.

Abstract: Institutional (in particular, political) pluralism is a fundamental feature of modern developed societies. Its cultural basis is the tolerance of citizens. The paper proposes to distinguish between legal, evaluative and interactive tolerance. This distinction makes it possible to explain the contradictory results obtained in econometric studies of tolerance and its links with the economic growth. Legal tolerance is the basis of competitive pluralism, and interactive one is the prerequisite for the formation of consensus pluralism, based on the collaboration of various social forces. Struggle for resources, intra- and intercountry inequality, “history wars” and prejudices prevent the strengthening of tolerance. Attention is drawn to the “paradox of political correctness”: dogmatic tolerance generates intolerant behavior. It is noted that interactive tolerance in developing countries is significantly correlated with technological progress and the level of well-being. The existence of this relationship, which is realized through collaboration mechanisms, gives the ground for supposition that, despite the contradictory dynamics of the tolerance level in the past 25 years, tolerance will be strengthening in the long run.

Abstract: The article considers current problems of Russia’s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.
