Abstract: One of the most important challenges when creating efficient systems of technical vision is the development of efficient methods for enhancing the speed and noise-resistance properties of the digital devices involved in the system. The devices composed of counters and decoders occupy a special niche among the system’s digital tools. One of the most common ways of creating noise-proof devices is providing special coding tricks dealing with their informational redundancy. Various frameworks make that possible, but nowadays, an acute interest is attracted to noise-proof numeral systems, among which the Fibonacci system is the most famous. The latter helps generate the so-called Fibonacci codes, which can be effectively applied to the computer vision systems; in particular when developing counting devices based on Fibonacci counters, as well as the corresponding decoders. However, the Fibonacci counters usually pass from the minimal form of representation of Fibonacci numbers to their maximal form by recurring to the special operations catamorphisms and anamorphisms (or “folds” and “unfolds”). The latter makes the counters quite complicated and time-consuming. In this chapter, we propose a new version of the Fibonacci counter that relies only on the minimal representation form of Fibonacci numerals and thus leads to the counter’s faster calculation speed and a higher level of the noise-resistance. Based on the above-mentioned features, we also present the appropriate fast algorithm implementing the noise-proof computation and the corresponding fractal decoder. The first part of the chapter provides the estimates of the new method’s noise-immunity, as well as that of its components. The second problem studied in the chapter concerns the efficiency of the existing algorithm of Fibonacci representation in the minimal form. Based on this examination, we propose a modernization of the existing algorithm aiming at increasing its calculation speed. The third object of the chapter is the comparative analysis of the Fibonacci decoders and the development of the fractal decoder of the latter.

Abstract: In this paper we analyze a measure of the insurance company’s value in an extended Lundberg model which includes the effect of competition on pricing. The extended model is designed to be an integral part of a multi-year controlled risk model of a company operating on both competitive insurance and financial markets, when insureds migrate in seeking for better rates and investors migrate in seeking for higher return on investments.

Abstract: This paper proposes direct and inverse results for the Dirichlet and Dirichlet to Neumann problems for complex curves with nodal type singularities. As an application, we give a method to reconstruct the conformal structure of a compact surface of the standard three dimensional euclidean space with constant scalar conductivity from electrical current measurements in a neighborhood of one of its points.

Abstract: This paper is concerned with the problem of production planning in a stochastic manufacturing system with serial machines that are subject to break-down and repair. The machine capacities are modeled by a Markov chain. The objective is to choose the input rates at the various machines over time in order to meet the demand for the system’s production at the minimum long-run average cost of production and surplus, while ensuring that the inventories in internal buffers between adjacent machines remain nonnegative. The problem is formulated as a stochastic dynamic program. We prove a verification theorem and derive the optimal feedback control policy in terms of the directional derivatives of the potential function.

Abstract: An attempt is made to define main problems of the privatization theory and to present a survey of some results in this area. Two models are discussed that demonstrate paradoxical consequences of property right restrictions and dynamics of property right redistribution which entails a stratification of society. Two ways of transition from centralized to a market system (through privatization and through price liberalization processes) are compared in frameworks of a mixed economy model with queues. Relations between theoretical conclusions and real issues of the Russian privatization are discussed as well.
