Abstract: Several developing countries including Bangladesh are realizing the role ICT (information & communication technology) can play in the governance sector, and are putting into practice innovative e-governance models that may be technologically simple but are drastically changing the way information is distributed in the society. This paper depicts and implements a model of e-governance for urban and rural areas in Bangladesh. The project deeply considered existing ICT infrastructure in Bangladesh and put effort to implement the model in a cost effective and flexible manner. A clear, comprehensive layout and network architecture for rural and city areas is given separately. We also described complementary tasks such as database implementation, system development, web related task etc. for e-governance. The main objective of the project is to implement e-governance in an easy and cost effective way to suit with existing ICT infrastructure in Bangladesh to provide better information and service delivery of government to the people.

Abstract: Electricity being an integral part of modern age technology, is an imperative element for sustainable development. Using fossil fuel for the generation of electricity has been the norm but alarming reasons such as depletion of fossil fuel at an increased pace and their tremendous negative impact on environment have led to growing interest in using renewable resources for generating electricity which can ensure the fulfilment of energy demand both for us and our posterity. This paper has done a pre-feasibility study on a hybrid renewable power system in Nijhum Dwip of Bangladesh which is a detached island from national grid system. The prospect of Solar, Wind and Biomass as renewable components of a hybrid system has been explored with the inclusion of a diesel generator to compare the renewable vs. conventional system both economically and environmentally. Using HOMER the most efficient system was found to have an electricity generation cost of almost BDT 20/kWh for an average load of 5.5 MWh/day with a 950 kW peak. An assessment visit to the island contributed towards load calculation. An emission reduction of almost 3422 ton CO2 by replacing an equivalent diesel based plant with the optimized system is possible to be accomplished.

Abstract: To meet the increased demand of electricity, PV system is being used as home RES (Renewable Energy Source) throughout the world. In this paper, a grid integrated PV system has been proposed with net metering scheme. A home of 149 sq. meter in Dhaka city is considered whose average daily load is 11.27 kWh/day with an annual peak load of 1.21 kW. According to DESCO (Dhaka Electric Supply Company Limited), for the span of last one year (July, 2017-July, 2018) the monthly electricity usage of this home varies from 401-600 units (kWh) with a Cost of Energy (COE) of $0.1. Simulation and analysis of the proposed system shows that the Cost of Energy (COE) and Net present Cost (NPC) of the proposed system can be reduced to a great extent with the application of net metering scheme which also improves the renewable fraction of the system.

Abstract: Diabetes Mellitus is one of the notable health concerns around the globe. To keep diabetes in check a patient needs to track his/her blood glucose level regularly. In the traditional invasive system, a patient needs to prick his body part to collect the blood sample, which deems to be painful for the patient. Non-invasive blood glucose measurement can diminish the pain. In this paper, we proposed a non-invasive blood glucose determination method where a NIR LED (940nm) and a photo-detector is used to determine the blood glucose concentration. We used the diffused reflectance method to determine the blood glucose concentration in our paper. After implementing the device, we compared the data between our device and established invasive blood glucometer available in the market. Clarke grid error analysis shows, that most of the measured data by the device are within Region-A.

Abstract: Statistical parsing is the task of enabling the parser to find the most probable parse of a sentence according to probabilistic context-free grammar. Crucial use of statistical parser is to solve the disambiguation problem. This paper proposes a statistical parser using probabilistic version of Cocke-Younger-Kasami (CYK) algorithm to parse different kinds of Bangla sentences. For improving parsing efficiency, this model also uses left binarization technique to grammar. Rule probability and word probability is used to generate different probabilities for the same structure of a sentence. Experiment results with different kinds of sentence shows the effectiveness of the propose parser with reasonable accuracy.
