Abstract: Graphene, due to its zero band gap, has an excellent combination of the important features such as ballistic transport, tensile strength and chemical tuning, which are practically hindered in opto-electric applications. The precursors used in the production of nanocarbon are relatively costlier; however, that their production processes include difficulties is a harder problem. It is possible to control the size, structure and properties of the produced nanocarbon matrix by tuning sp2 domains in the matrix. In this respect, the coal, being a potential candidate for the synthesis of nanocarbon which holds promising applications, has attracted remarkable interest. The nanocarbon structure reported in this paper was synthesized from bituminous coal and then phosphorus atoms were added into the produced structure in order to obtain resultant composite structure, whose structural properties were illustrated here in detail by using the X-ray, IR and UV–Visible spectroscopy techniques. A systematical analysis of the optical and electrical properties of the produced composite has revealed that a composite structure to be produced in the ratio 1:2 of nanocarbon + phosphorus has better optical and electrical properties. We report here that the composite produced in this study from nanocarbon by adding phosphorous atoms shows unique photoluminescent property in particular due to the dominance of quantum confinement and oxygen functionalities. The observed increase in the dielectric strength, which results from interfacial polarization and its frequency independent nature, is desirable for the fields such as supercapacitor, sensor, stealth applications etc.

Abstract: Speech, is the most powerful way of communication with which human beings express their thoughts and feelings through different languages. The features of speech differs with each language. However, even while communicating in the same language, the pace and the dialect varies with each person. This creates difficulty in understanding the conveyed message for some people. Sometimes lengthy speeches are also quite difficult to follow due to reasons such as different pronunciation, pace and so on. Speech recognition which is an inter disciplinary field of computational linguistics aids in developing technologies that empowers the recognition and translation of speech into text. Text summarization extracts the utmost important information from a source which is a text and provides the adequate summary of the same. The research work presented in this paper describes an easy and effective method for speech recognition. The speech is converted to the corresponding text and produces summarized text. This has various applications like lecture notes creation, summarizing catalogues for lengthy documents and so on. Extensive experimentation is performed to validate the efficiency of the proposed method

Abstract: Flooding is a frequent natural disaster, which is predicted to intensify over time because of climate change. As more than half the world lives in urban spaces, flooding could devastate urban populations, especially if the infrastructure to cope with flooding is inadequate. We study flooding in Cuttack, Odisha, a typical Indian city subject to annual flooding. We present estimates from a lower and lower-middle income country of household willingness to pay (WTP) for improved urban drainage using a revealed preference method. We use a hedonic price model to estimate WTP across city zones with differential exposure to flooding. At 2014–15 prices, a typical flood (approximately 7 hours per day on average) reduces the annual rental value by INR1352 (US$ 21) or about 4.4% annually. This implies that Cuttack households are willing to pay INR 188 million (or $ 2.9 million) to avoid flooding. Our findings have implications for urban sustainability and the financing of public infrastructure to reduce flooding in low and lower-middle-income countries.

Abstract: The emergence of the era of big data has increased the ease with which scientific users can access academic articles with better efficiency and accuracy from a pool of papers available. With the exponential increase in the number of research papers that are getting published every year, it has made scholars face the problem of information overload where they find it difficult to conduct comprehensive literature surveys. An article recommendation system helps in overcoming this issue by providing users with personalized recommendations based on their interests and choices. The common approaches used for recommendation are Content-Based Filtering (CBF) and Collaborative Filtering (CF). Even though there is much advancement in the field of article recommendation systems, a content-based approach using a deep learning technology is still in its inception. In this work, a C-SAR model using Gated Recurrent Unit (GRU) and association rule mining Apriori algorithm to provide a recommendation of articles based on the similarity in the content were proposed. The combination of a deep learning technique along with a classical algorithm in data mining is expected to provide better results than the state-of-art model in suggesting similar papers.
