Abstract: The study was carried out at the All-Russian Rice Research Institute, Belozerny, Krasnodar, Russia in 2009. The seeds of three varieties of winter wheat namely; Bat’ko, Deya and Krasnodarskaya 99 were grown in different concentrations of growth regulators namely; Furolan, (2-furyl-2)-1,3-dioxolane, gibberellins (plant hormone) and water as control. The influence of the growth regulators on seed germination energy and germinating power were determined. The effect of the regulators was higher in all the experimental variants than in the control. However, this increase was insignificant (LSD0.05 = 6.88). Application of Furolan in concentration of 0.001 and 0.0001% in Deya’s variety decreased germination energy in comparison with that of concentration 0.01%. Weak concentration virtually did not stimulate germination energy of seeds. The different varieties investigated in this study showed very positive response to growth regulators at different stages of ontogenesis of the plants. The effect of the factor B (growth regulators) on the formation of sprout length was 11.7%. Interaction of factors A and B was very small; its effect was only 0.6%.

Abstract: Language as a means of communication, culturally denotes a vehicle for achieving ontological wholeness - a sense of connectedness and seamless relationship amongst individuals in a community; a means towards the creation of an essence in a people. Even though the Caribbean society is inherently culturally and politically disparate, cultural sociologist and linguists have sought to create the basis for unity through the medium of language. Despite the colonialist's seperatist policies in the Caribbean, language remains the most significant feature of ethnic identity. Edward (later called Kamau) Brathwaite's novel concept of 'Nation Language' is a linguistic initiative towards the achievement of the sense of cultural and political wholeness in a people. This study identifies and establishes the socio-cultural link that exemplifies the import of language as an indispensable tool of National integration.

Abstract: This paper focuses on external debt and public investment in developing countries with particular reference to Nigeria. The basic tenet is to ascertain the extent of the implications of external debt on public investment. The ordinary least square (OLS) technique was adopted using times series data on public investment, inflation, export, total debt service to export, terms of trade, economic growth, private investment and lending rate. The result of the analysis is respectable and satisfactory. This study advocates that since external debt and public investment have strong relationship, loans should be contracted from international capital market or from concessionary institutions strictly for investment purposes and of course for investments with rapid returns and long term benefits. Improvement of efficient and effective macroeconomic policies fosters greater productivity and sustained economic growth. A negation of the above, it is argued renders external loans a notorious source of economic strangulation most especially when intention is not respected.

Abstract: There is no ambivalence that Political campaign is instrumental to all political aspirants who are vying for different positions. During the 2019 governorship election in Cross River State, Political parties and their candidates will be sponsoring advertisements through different media like radio, television, newspaper, magazine, billboards, posters, among several others. The ultimate goal behind such political actions is to woo the electorates so as to enhance victory. The study employed survey method and the questionnaire serves as the statutory instruments. The paper used cultivation analysis theory to buttress the study. The findings reveals that electioneering candidates employed campaign during elections in Nigeria. However, the paper concluded that political campaign is very sacrosanct to electioneering candidates in Nigeria and all the political actors at various level involved in one form of campaign or another. Most aspirants used radio and television for campaign during the elections in Cross River State, while some used social media platforms, billboards and posters/pamphlets during election. The study recommended that political candidates should be circumspect when campaigning for elections because it is a platform that gives them the opportunity to seek votes from the electorates.

Abstract: When one examines closely the record of performance/non-performance of the UNSC at the crucial moments of the post-Cold War era, where major issues of peace and security are involved, including cases of human security crises, one finds that there is almost always tragic dilatoriness and/or lamentable inactions. While the UN was formed to ‘save succeeding generations from the scourge of war’ the list of scourges is growing. The real threats to international peace and security are no longer confined to violations of state sovereignty. Rather, new assertions of nationalism and sovereignty have sprung up, and the cohesion of States has been threatened by interstate conflict, poverty, infectious disease and environmental degradation, internal violence; including civil wars, genocide, ethnic-cleansing and state-failures, weapons-of-mass-destruction; including chemical, biological, radiological and nuclear-weapons, terrorism, and transnational-organized-crime, discrimination, and massive violations of human rights. All representing international security threats beyond the scope of any one state to solve. While the concept of peace may be easy to grasp, that of international security is more complex, for a pattern of contradictions has arisen. What is more worrisome is that each of these challenges is in a complex relationship of inter-linkage with each other. This paper intends to look at the changing scope of security, in the new environment of growing inter-linkage between peace-security-and-development, and to take a critical look at the new concept of human security and its implications to the treatment of the issue of collective-security in the UN. Data collection was through content analysis and analysed using the quantitative chi-square scientific method.
