Abstract: A hospital-based survey of stroke care in Austria performed in 1990 [1] had shown that in 146 hospitals that were caring for a total of 23,425 stroke patients, 69% of them had been admitted to departments of internal medicine and 31% to neurological departments. At that time only 18% of departments of internal medicine performed CT on a routine basis (which was defined as being applied tomore than 90%of all stroke patients), whereas this was the case in 68% at all neurological departments. Availability of MRI for acute stroke was generally less than 5% in all departments. At that time one was content when patients arrived within 12 h after onset of stroke symptoms and this was the case for 40% of all hospitalized strokes. Since 1990matters have turned around. Thirty two acute stroke units have, in the meantime, been established within neurological departments and by 2006, already 57% of all ischemic stroke patients hospitalized in Austria were admitted to these stroke units and only 32% to departments of internal medicine. Today, already more than two-thirds of all hospitalized acute strokes are admitted to stroke units. Importantly, more than 40% of patients arrive within 3 h of onset and CT or MRI is performed on practically all patients. While trends to admit strokes (ischemic as well as hemorrhagic) to stroke units continue, there is a continuing trend to diagnose TIAs at departments of internal medicine (Figs. 1–3). The followingpublications inthis issueshowthat, in Austria, rapid admission and management of stroke patients to stroke unit has increasingly become possible. Within the past years, the main responsibility for acute stroke care has been shifted towards neurology and internal departments now play a minor role. The structure quality criteria for stroke units have been laid down, are well established and are being continuously controlled [3, 10]. The advantage of this system is that in the whole of Austria there is a unified structure with a performance that can be easily compared and can be at visualised any time on a passworded website. The structure quality criteria, which hadbeen set up in themid 90s compare to those that have recently been established as ideal on a Europe-wide scale and have been recommended by the European Stroke Organisation [5, 7, 8]. Abstract: Social innovation in Austrian HEIs is discussed under the headline of their “Third Mission.” The HE sector is pressured to have more and more impact on society. Internationally speaking, many countries benefit from national policies and networks in the Third Sector, but policies in Austria were initiated only recently, in 2017, on a national level. Interestingly, the service learning approach as an innovative and socially responsible teaching methodology stands out in Austrian HE. This article classifies the developments of the Third Sector in Austria in the form of a policy brief. Austria has a growing community of practice in social innovation and service learning. The article gives insight into the strategic developments in Austria and is underpinned with recommendable action to be transferred to others.

Abstract: This paper presents a magnetic field sensor with capacitive read-out, whose active element is a micromachined mechanical resonator. The MEMS magnetic field sensor exploits the Lorentz force to detect external magnetic flux density through the displacement of the resonant structure, which can be measured with optical and capacitive sensing techniques. The micromachined U-shaped cantilever features a length of 2 mm, a base width of 90 μm and a thickness of 20 μm, and is manufactured in SOI technology. The designed sensor has a measured resonant frequency of 4.359 kHz for the fundamental mode and a calculated mass of the flexible structure of 24.5 ng. A quality factor in the order of 104 at an ambient pressure of 0.3 Pa has been measured where a magnetic field resolution of 15 nT can be achieved. Although these arrangements are well suited to capacitively sense the vibrations caused by the Lorentz force on the current lead on the silicon part, care has to be taken to avoid undesired mutual interferences. A serious interference was observed in case of a DC bias voltage at the readout capacitance and a significant voltage drop caused by the current needed for the generation of the Lorentz force. This work investigates in detail this phenomenon as well as the complete physical transduction chain and improves the understanding of such microelectromechanical systems significantly. An analytical model of the electrostatic system is established including all relevant components and their interactions as well as the motion of the MEMS part. The importance of electrostatic back-action for a feasible detection limit for magnetic fields was recognized for the first time.

Abstract: Seasonal affective disorder (SAD) is a seasonally recurrent type of major depression that has detrimental effects on patients’ lives during winter. Little is known about how it affects patients during summer and about patients’ and physicians’ perspectives on preventive SAD treatment. The aim of our study was to explore how SAD patients experience summers, what type of preventive treatment patients implement, which preventive treatment methods, if any, physicians recommend, and what factors facilitate or hinder implementation/recommendation of SAD prevention. We conducted 15 semi-structured interviews, ten with adult patients with a history of SAD and five with physicians. Transcripts were analyzed by two researchers using an inductive thematic analysis approach. One group of patients was able to enjoy summer and ignore thoughts of the upcoming winter. The other group feared the impending depressive episode in winter, and this fear negatively impacted these patients’ well-being during the summer. Preventive treatment was a relevant issue for all patients, and all but one person implemented SAD prevention during summer. We identified six factors that influenced patient use of preventive treatment of SAD. Four factors occur on an individual level (knowledge about disease and preventive treatment options, experience with treatment in acute phase, acceptability of intervention, willingness to take responsibility for oneself), one on an interpersonal level (social and work environment), and one on a structural level (healthcare system). All psychiatrists recommended some kind of preventive intervention, most commonly, lifestyle changes. Four factors influenced psychiatrists in recommending prevention of SAD (patient expectations, disease history and stability, risk/benefit ratio, lack of evidence). Success in the implementation of SAD prevention does not solely depend on the willingness of the patients, but is also influenced by external factors. Raising awareness of SAD among general practitioners and low-level access to mental-health support could help patients find appropriate help sooner. To better guide the optimal treatment choice, comparative effectiveness research on treatments to prevent a new onset in patients with a history of SAD and clinical practice guidelines on SAD are needed.
