TL;DR: While G.729 was being finalized, a new requirement for a low complexity 8-b/s speech coding arose and this article explains how the change in scope was accommodated without the unnecessary proliferation of incompatible algorithms.
Abstract: In November 1995 the International Telecommunication Union Telecommunications Sector (ITU-T) approved an 8-kb/s speech coding algorithm with wireline quality. This culminated the effort that the CCITT had set in motion in 1990. This article presents the methods for managing the project through its major milestones from setting the terms of reference to the selection, testing, optimization, and dissemination of the algorithm. While G.729 was being finalized, a new requirement for a low complexity 8-b/s speech coding arose. This article explains how the change in scope was accommodated without the unnecessary proliferation of incompatible algorithms.

Abstract: A telecommunication system having frequency-dividing optical components where light pulses having different frequencies are coupled out of a optical fiber by fiber grating and/or photonic crystals and imaged by focusing elements outside of the optical fiber. The fiber grating for different frequencies can be used in a single period or in different periods disposed one after the other. The photonic crystals can be used at the optical fiber extremity or etched in a channel or trench in a glass fiber. Delay elements are added to ensure that different frequency light pulses are imaged simultaneously in a given and desired time relation as required for further parallel processing.

Abstract: In this paper, we detail our experiences with the implementation of a popular P2P file sharing system in a simulation framework. We discuss some of the salient features of our implementation, and compare packet level with application level simulators. We then explain how we reflect user behaviour models in our simulation framework. After describing the use of visualization as an important analysis tool, we finally make some observations from our experiences with P2P simulations.
