Abstract: Effective indexing is crucial for providing convenient access to scanned versions of large collections of historically valuable handwritten manuscripts. Since traditional handwriting recognizers based on optical character recognition (OCR) do not perform well on historical documents, recently a holistic word recognition approach has gained in popularity as an attractive and more straightforward solution (Lavrenko et al. in proc. document Image Analysis for Libraries (DIAL'04), pp. 278---287, 2004). Such techniques attempt to recognize words based on scalar and profile-based features extracted from whole word images. In this paper, we propose a new approach to holistic word recognition for historical handwritten manuscripts based on matching word contours instead of whole images or word profiles. The new method consists of robust extraction of closed word contours and the application of an elastic contour matching technique proposed originally for general shapes (Adamek and O'Connor in IEEE Trans Circuits Syst Video Technol 5:2004). We demonstrate that multiscale contour-based descriptors can effectively capture intrinsic word features avoiding any segmentation of words into smaller subunits. Our experiments show a recognition accuracy of 83%, which considerably exceeds the performance of other systems reported in the literature.

Abstract: Surface-plasmon coupled emission (SPCE) has emerged as a new and potentially powerful tool for highly sensitive fluorescence detection. In the case of SPCE, the fluorescence is collected through a semi-transparent thin metal film deposited on glass. We present a theoretical analysis of SPCE, studying the potential enhancement of the fluorescence collection efficiency, brightness, quantum-yield, and photostability. The results are compared with fluorescence detection on a pure glass surface. It is shown that SPCE does not lead to any improvement, but that the metal film actually reduces the sensitivity of fluorescence detection.

Abstract: SenseCams have many potential applications as tools for lifelogging, including the possibility of use as a memory rehabilitation tool. Given that a SenseCam can log hundreds of thousands of images per year, it is critical that these be presented to the viewer in a manner that supports the aims of memory rehabilitation. In this article we report a software browser constructed with the aim of using the characteristics of memory to organise SenseCam images into a form that makes the wealth of information stored on SenseCam more accessible. To enable a large amount of visual information to be easily and quickly assimilated by a user, we apply a series of automatic content analysis techniques to structure the images into “events”, suggest their relative importance, and select representative images for each. This minimises effort when browsing and searching. We provide anecdotes on use of such a system and emphasise the need for SenseCam images to be meaningfully sorted using such a browser.

Abstract: A PBL laboratory-based module for first year undergraduate chemistry has been developed and successfully implemented. Its aim was to develop the students’ practical and transferable skills, as well as their content knowledge and scientific understanding, and also to address the concern expressed in the literature over the effectiveness of the traditional laboratory courses to achieve these aims. The PBL module also encouraged students to prepare for their laboratory session in an active and collaborative manner through pre-lab exercises. By combining elements of group work, discussion, hands-on activities and alternative assessment methods, the students were provided with an environment conducive to meaningful, deep learning. We describe how the PBL module was developed by adapting the experience for the students rather than changing the experiments. Specific examples from analytical, physical and organic chemistry are given with a focus on the pre-laboratory exercises, associated group work, and the assessment methods, as well as on the actual practical work. Abstract: A common feature of contemporary political systems is the increasing amount of delegation from governments to non-majoritarian institutions. Governments may decide to delegate authority to such institutions for reasons relating to credible commitments, political uncertainty and policy complexity. this article focuses on independent administrative authorities (autorites administratives independantes) in France. We demonstrate that these institutions enjoy varying degrees of independence. We find that the degree of independence varies as a function of two factors: the need to make a credible commitment in areas subject to market opening and the complexity of policy in particular areas.
