Abstract: Cardiovascular disease is one of the main causes of morbidity and mortality worldwide. Despite the availability of highly effective treatments, the contemporary burden of disease remains huge. Digital health interventions hold promise to improve further the quality and experience of cardiovascular care. This position paper provides a brief overview of currently existing digital health applications in different cardiovascular disease settings. It provides the reader with the most relevant challenges for their large-scale deployment in Europe. The potential role of different stakeholders and related challenges are identified, and the key points suggestions on how to proceed are given. This position paper was developed by the European Society of Cardiology (ESC) e-Cardiology working group, in close collaboration with the ESC Digital Health Committee, the European Association of Preventive Cardiology, the European Heart Rhythm Association, the Heart Failure Association, the European Association of Cardiovascular Imaging, the Acute Cardiovascular Care Association, the European Association of Percutaneous Cardiovascular Interventions, the Association of Cardiovascular Nursing and Allied Professions and the Council on Hypertension. It relates to the ESC's action plan and mission to play a pro-active role in all aspects of the e-health agenda in support of cardiovascular health in Europe and aims to be used as guiding document for cardiologists and other relevant stakeholders in the field of digital health.

Abstract: This paper deals with two mathematically similar problems in transport network analysis: trip matrix estimation and traffic signal optimisation on congested road networks. These two problems are formulated as bi-level programming problems with stochastic user equilibrium assignment as the second-level programming problem. We differentiate two types of solutions in the combined matrix estimation and stochastic user equilibrium assignment problem (or the combined signal optimisation and stochastic user equilibrium assignment problem): one is the solution to the bi-level programming problem and the other the mutually consistent solution where the two sub-problems in the combined problem are solved simultaneously. In this paper, we shall concentrate on the bi-level programming approach, although we shall also consider mutually consistent solutions so as to contrast the two types of solutions. The purpose of the paper is to present a solution algorithm for the two bi-level programming problems and to test the algorithm on several networks.

Abstract: Although Six Sigma has been in business lexicon for more than 20 years, research has shown the need of practical implementation framework for successful deployment of Six Sigma, especially in the context of small and medium-sized enterprises (SMEs). This article proposes a Six Sigma implementation framework customised to the needs of SMEs by performing a critique of quality management frameworks/models for SMEs and drawing conclusion from the empirical research conducted over 3 years. If Six Sigma is poorly launched, it will be very difficult to reorganise and regain momentum. Though the framework was tested in three SMEs and revised, still its robustness needs to be checked and refined based on suggestions and comments from industry, practitioners and academics.
