Abstract: A mobile tracking unit capable of operating in a power-starved environment for a vehicle tracking system includes a navigation set for generating data corresponding to a respective vehicle position. The navigation set is periodically energized at a selected activation rate FG while the vehicle is moving to generate the vehicle position data. The tracking unit includes an electromagnetic emitter which is capable of transmitting the vehicle position data and which is periodically energized at a selected activation rate FEM while the vehicle is moving to transmit at least the vehicle position data. A motion sensor is employed for generating data indicative of vehicle motion. A tracking unit controller receives the vehicle motion data and controls the navigation set and the emitter based upon the vehicle motion data so that when the vehicle is stationary, each of activation rates FG and FEM can be respectively decreased by a predetermined factor, thus reducing the overall power consumption of the tracking unit. The tracking unit controller is further designed to return to activation rates FG and FEM upon the motion sensor sensing renewed vehicle motion, thus avoiding loss of vehicle position data during times of renewed vehicle motion.

Abstract: Electrochemical double-layer capacitors, which are well known as ultracapacitors, have intensively been used in power conversion applications such as controlled electric drives, active filters, power conditioners, and uninterruptible power supplies. The ultracapacitor is employed as the energy storage device that can be fully charged/discharged within a few seconds. To achieve better flexibility and efficiency, the ultracapacitor is connected to the power conversion system via an interfacing dc-dc power converter. Various topologies are used as the dc-dc power converter: nonisolated two-level single-phase or multiphase interleaved converters and many varieties of isolated soft-switched dc-dc converters. A three-level nonisolated dc-dc converter as a candidate for ultracapacitor applications is proposed and analyzed in this paper. The topology is theoretically analyzed, and design guidelines are given. The modeling and control aspects are discussed. A 5.5-kW prototype was designed, and the proposed topology was experimentally verified on a general-purpose controlled electric drive. Experimental results are presented and discussed.

Abstract: We consider a sequential estimation problem with two decision makers, or agents, who work as members of a team. One of the agents sits at an observation post, and makes sequential observations about the state of an underlying stochastic process for a fixed period of time. The observer agent upon observing the process makes a decision as to whether to disclose some information about the process to the other agent who acts as an estimator. The estimator agent sequentially estimates the state of the process. The agents have the common objective of minimizing a performance criterion with the constraint that the observer agent may only act a limited number of times.

Abstract: This part of a three-part paper deals first with the performance objectives of power system stabilizers in terms of the type of oscillations for which they are intended to provide damping, the operating conditions for which the requirement for stabilization is greatest, the need to accommodate multiple modes of oscillation, and the significance of interplant modes of oscillation. It next treats stabilizer tuning. General tuning guidelines are developed as well as variations required for different input signals. The operating conditions under which each type of stabilizer should be tuned are identified. The relationship between phase compensation tuning and root locus analysis is presented. Finally, the relative performance characteristics of the three types of stabilizers are examined for both small perturbations and large disturbances.
