TL;DR: The authors assesses whether market-based measures of systemic risk and recent regulatory indicators provide similar rankings on the systemically importance of large European banks and find evidence that regulatory indicators of systemic importance are positively related to systemic risk, and banks with higher scores on regulatory indicators have a stronger link to the system in the event of financial stress, rather than having a higher level of bank risk.
Abstract: Rules and regulations may have different impacts on risk-taking by individual banks and on banks’ systemic risk levels. That is why implementing prudential rules and policies requires careful consideration of their impact on bank risk and systemic risk. This chapter assesses whether market-based measures of systemic risk and recent regulatory indicators provide similar rankings on the systemically importance of large European banks. We find evidence that regulatory indicators of systemic importance are positively related to systemic risk. In particular, banks with higher scores on regulatory indicators have a stronger link to the system in the event of financial stress, rather than having a higher level of bank risk.

Abstract: This paper compares on a per subscriber basis the capital cost requirements of several new home services provided via a number of delivery system alternatives. The study was limited to alarm monitoring, electronic information, messaging, energy load management and pay-TV services, since it is expected that these services will play an important role among new telecommunicatin services offered to homes during the 1980' s. Since the role and penetration of new network architectures and technologies in the local distribution plant during the 80's is uncertain only existing off-air broadcast, telephone and coaxial cable networks and their suitably augmented versions have been considered as delivery network alternatives.

In industries with higher degree of market competition and integration, the correlation between Canadian and U.S. prices becomes stronger.

Abstract: In the case Canada - Measures Affecting the Export of Civilian Aircraft, the Appellate Body found that disputing parties had a legal obligation to submit information and documents requested of them by panels. The Appellate Body based this finding on the third sentence of Article 13.1 of the Understanding on Rules and Procedures Governing the Settlement of Disputes (DSU). The Appellate Body further found that panels have a right to draw adverse inferences when requests for the production of documents and information are not heeded. This finding was based on the procedure set out in Annex V of the Agreement on Subsidies and Countervailing Measures (SCM Agreement), even though Annex V is expressly restricted to proceedings under Article 7 of the SCM Agreement. This article describes and analyses the findings of the Appellate Body. It argues that they are consistent with neither the text of the DSU nor the intentions of the drafters. Moreover, the Appellate Body's analysis of the 'duty' of disputing parties to submit information and documents to arbitral tribunals, and the right of such tribunals to draw adverse inferences, is far broader than those provided in public international law. The article concludes with some institutional and systemic concerns triggered by the new case law.
