Abstract: The economic analysis of many health policies requires an evaluation of the benefits of programs that may prolong human lives. This paper makes significant contributions toward developing credible values for longevity, including demonstrating the feasibility of applying SP market-research techniques to a new area of preference revelation and framing the problem as extending longevity under realistic health states associated with advanced age. Our results demonstrate the sensitivity of life-extension values to specific health and activity-limitation conditions. Respondents clearly indicate that quality of life affects the value of quantity of life. The paper also discusses several remaining problems that must be solved before valid and reliable longevity values can be obtained.

Abstract: The paper evaluates the costs and benefits of fiscal consolidation using simulations based on the IMFs global DSGE model GIMF. Over the longer run, well-targeted permanent reductions in budget deficits lead to a considerable increase in both the growth rate and the level of output. The gains may be enhanced by shifting some of the tax burden from incomes to consumption. In the short run, credibility plays a crucial role in determining the size of initial output loses. Global current account imbalances would be significantly reduced if budget consolidation was larger in countries with current account deficits.

Abstract: This paper examines firm entry and exit patterns in the Canadian business sector by using the Longitudinal Employment Analysis Program database developed by Statistics Canada. Our primary purpose is to present stylized facts and provide descriptive analysis of the entry and exit patterns in the Canadian economy in order to form a solid foundation for future in-depth theoretical and empirical studies of firm dynamics. In particular, this paper focuses on the relative importance of entrants and exiters in terms of both number and employment, the persistence of entry and exit patterns over time, and the correlation between industry entry and exit rates.

Abstract: This paper employs the databases that are used to construct Statistics Canada’s Productivity Accounts to examine the sources of growth in the Canadian economy and the history of productivity growth in Canada over the period 1961 to 2002. It makes use of a new time series using the North American Industry Classification System. The growth accounting system provides the framework for the analysis. This framework provides estimates of the relative importance of labour inputs, investments in capital, and productivity growth. The data that are required to address this issue also allow changes in the composition of capital and labour inputs to be investigated. In addition, the underlying factors that determine labour productivity (multifactor productivity, capital deepening, and increases in skill level) are outlined. Since the database is constructed at the industry level, all these relationships can be pursued both at the level of the total economy and for individual industries.

Abstract: Commercially successful application of data communications technology to coaxial cable distribution networks requires the creation of systems useful to large numbers of subscribers sharing common communications procedures. Furthermore, it is desirable, particularly in entertainment CATV networks, that subscriber ownership of some or all terminal equipment and peripheral attachments be possible since such ownership enables the sharing of capital costs between the network operator and the subscriber. Systems designers are led inescapably to the need for standard interfaces and protocols. The paper describes some of the major types of cable data systems currently under development for both institutional and entertainment network applications. Common to both is the concept of a local interface unit to act as a link between the subscriber's terminal equipment and the cable drop. The design of the drop-side interface of this unit raises some major standardization issues. Another important issue is that of compatibility between data and video channels where both types of services are offered on the same cable television plant. The major thrust of present standardization activity has been founded upon the open systems interconnection (OSI) reference model and has taken place within a joint CVCC/EIA committee on teletext and within the IEEE Project 802.6 subcommittee on metropolitan area networks. The paper reviews this activity and explains the principal issues to be resolved.
