Abstract: Managers in both for-profit and not-for-profit organisations continually face the task of allocating resources by balancing costs, benefits and risks and gaining commitment by a wide constituency of stakeholders to those decisions. This task is complex and difficult because many options are present, benefits and risks are rarely expressed as single objectives, multiple stakeholders with different agendas compete for limited resources, individually optimal resource allocations to organisational units are rarely collectively optimal, and those dissatisfied with the decisions taken may resist implementation. We first explain three current approaches to resource allocation taken from corporate finance, operational research and decision analysis, and we identify a common mistake organisations make in allocating resources. The paper then presents a technical process, multi-criteria portfolio analysis, for balancing the conflicting elements of the problem, and a social process, decision conferencing, which engages all the key players during the modelling process, ensuring their ownership of the model and the subsequent implementation. This socio-technical process improves communication within the organisation, develops shared understanding of the portfolio and generates a sense of common purpose about those projects that will best realise the organisation’s objectives. The paper concludes with lessons we have learned from actual practice.

Abstract: First, the ideas introduced in the wormhole research field since the work of Morris and Thorne are reviewed, namely, the issues of energy conditions, wormhole construction, stability, time machines and astrophysical signatures. Then, spherically symmetric and static traversable Morris-Thorne wormholes in the presence of a generic cosmological constant $\ensuremath{\Lambda}$ are analyzed. A matching of an interior solution to the unique exterior vacuum solution is done using directly the Einstein equations. The structure as well as several physical properties and characteristics of traversable wormholes due to the effects of the cosmological term are studied. Interesting equations appear in the process of matching. For instance, one finds that for asymptotically flat and anti\char21{}de Sitter spacetimes the surface tangential pressure $\mathcal{P}$ of the thin shell, at the boundary of the interior and exterior solutions, is always strictly positive, whereas for de Sitter spacetime it can take either sign as one would expect, being negative (tension) for relatively high $\ensuremath{\Lambda}$ and high wormhole radius, positive for relatively high mass and small wormhole radius, and zero in between. Finally, some specific solutions with $\ensuremath{\Lambda},$ based on the Morris-Thorne solutions, are provided.

Abstract: We extend the analysis of the MAXIMA-1 cosmic microwave background (CMB) data to smaller angular scales. MAXIMA, a bolometric balloon experiment, mapped a 124 deg$^2$ region of the sky with 10\arcmin resolution at frequencies of 150, 240 and 410 GHz during its first flight. The original analysis, which covered the multipole range $36 \leq \ell \leq 785$, is extended to $\ell = 1235$ using data from three 150 GHz photometers in the fully cross-linked central 60 deg$^2$ of the map. The main improvement over the original analysis is the use of 3\arcmin square pixels in the calculation of the map. The new analysis is consistent with the original for $\ell 785$, where inflationary models predict a third acoustic peak, the new analysis shows power with an amplitude of $56 \pm 7$ \microk at $\ell \simeq 850$ in excess to the average power of $42 \pm 3$ \microk in the range $441 < \ell < 785$.

Abstract: The treatment of textile waste water is commonly carried out using biological (mainly aerobic) and physico-chemical systems. However, anaerobic bioreactors can be used to at least partially treat these effluents and provide a number of significant advantages. The most attractive feature for the treatment of textile effluents is the decolourisation of many dyes under the reducing conditions present in an anaerobic reactor. Laboratory-scale results on this particular topic are here reviewed. A second major advantage of anaerobic processing is its ability to treat wastestreams with high organic loads such as the effluents from the desizing and scouring operations currently employed in the textile manufacturing industry. Reports on successful, full-scale and pilot-scale plants are also reviewed and some limitations are discussed. © 1998 Society of Chemical Industry
